    Introduction

    The Parliamentary Maintenance Services Team (PMST) is a team of approximately 250 directly employed House staff and contractors. This team maintains the Parliamentary Estate (Commons & Lords) buildings, engineering systems and furnishings in order to ensure a fully functioning, safe working environment for the many thousands of people for who work in and visit Parliament and ensure the buildings are equipped for the demands of the 21st century.

    Consisting of buildings that range from the historic Palace of Westminster to the modern Portcullis House, the estate is located within a UNESCO World Heritage site and spans four conservation areas and is about to embark on a significant restoration program.

    The Role

    As Senior Project Lead, you will be responsible to the Programme Manager for leading on the management of the annual PMST Project budget through providing technical and professional oversight of the periodic accounts, relevant analysis and preparation of business plans and budgets to enable the business to make effective decisions.

    Acting as the owner of the team business plan, you will be responsible for ensuring projects are correctly budgeted, the budget is assured and tracked/reported throughout delivery. You will also be responsible for supporting the project managers in the creation of finance business cases as part of the governance procedure for authorising the expenditure of funding.

    Some of the responsibilities for this role include:

  • Support the Finance Business Partner to consolidate, critically review and provide technical advice and guidance on periodic financial results and forecasts to identify and monitor risks, opportunities and efficiencies to minimise the financial and legal impact on the business area.
  • Ensuring and providing guidance and advice where needed that document project assurance is undertaken (for gateway reviews and audit).
  • Establishing a 'cross project' approach to benchmarking and standardisation to support forecasting and understanding of risk.
  • Skills and Experience

    Qualification:

  • Chartered or leading to Chartered status with proven experience of working in a programme management role overseeing the delivery of a portfolio of projects within a public sector body.
  • To be successful in this role you will demonstrate:

  • Demonstrable record of budget management, governance and ability to understand and interpret commercial and financial landscapes (budgets, forecasts, actual status).
  • Successful relevant experience working in a complex financial environment including demonstrable experience in managing business risks, professional financial control and forward planning.
  • Excellent interpersonal, management and communication skills.
  • Ability to create an inclusive and collaborative culture which values diversity and encourages openness, approachability, and sensitivity.
  • Experience in managing ambiguity in a financial environment with strong evaluation and decision-making skills.
  • Knowledge of the principles of investment processes and procedures within a public sector organisation.
