Due to the existing postholder going on maternity leave, a fixed term opportunity has arisen for an experienced operational leader to work in partnership with the Deputy Medical Director and other stakeholders to determine the clinical strategy for Moorfields Eye Hospital NHS Foundation Trust.


The post holder will also be responsible for ensuring that the Trust meets all operational performance standards and will be jointly responsible for the management of trust wide services within the Ophthalmology and Clinical Support Services Division.

This responsibility includes leading the management of the Access Team and jointly leading the management of the Clinical Support Services and City Road Theatre Service.


The role will require the individual to act as SRO for the Clinical and Surgical Excellence Programmes, to deputise for the Chief Operating Officer and to represent the organisation at various external forums.


PROBATIONARY PERIOD


During the probationary period, your suitability for continued employment will be assessed and provided a satisfactory standard is achieved and maintained, your employment will be confirmed.

The probationary period may be extended or your employment terminated either during or at the end of probation, in line with the trust Probationary Policy.

For the duration of the probation period, the notice period will be in line with contractual obligations on either side.

NHS Services within the trust are organised into four operational divisions.

Three of these divisions (North, South and City Road) oversee the delivery of services in particular locations across London and Bedford and the forth (Ophthalmology and Clinical Support Services) oversees clinical strategy and clinical support services which support the delivery of NHS, private and research activities across the whole organisation.


The North, South and City Road Divisions are all led by a clinical Divisional Director who is supported by a Divisional Manager, a Divisional Nurse Manager and a number of deputy or assistant general managers, according to the size and complexity of the division concerned in providing high quality services.

The Ophthalmology and Clinical Support Services Division is jointly led by the Deputy Chief Operating Officer and a clinical Divisional Director, who are supported by the Clinical Director of Clinical Support Services.


The Ophthalmology and Clinical Support Services Division oversees the development and delivery of the Trust's Clinical Strategy, as well as the operational leadership of the Clinical Support Services, City Road Theatres and Access Service.


The role has trust wide and externally facing responsibilities and requires a high level of influence over a complex system of three divisions across a wide network.


The Deputy Chief Operating Officer is a key position within the trust's senior management structure, reporting to the Chief Operating Officer (COO) and deputising for the COO across a range of responsibilities.

The Deputy COO oversees performance against operational standards and is jointly responsible for the management of services within the Ophthalmology and Clinical Support Services Division, directly leading the management of the Access Team, and then jointly leading the development and delivery of the Trust's clinical strategy and the management of the Clinical Support Services and City Road Theatre Service.


DEPUTY COO ROLE:


The Deputy COO has a wide range of responsibilities for ensuring the effective development and operation of the Trust's Clinical Services.

The post holder will lead the Clinical and Surgical Excellence Programmes and will contribute to trust wide initiatives and decision making through attendance at senior management meetings and being the operational lead for the annual business planning process.


The post holder will also support the COO in providing leadership throughout the trust that will create an open and participative culture that enables staff to perform at their best.

The individual will provide leadership support to a number of the senior leaders in the Operational Management hierarchy and will be expected to promote a patient-centered culturally sensitive approach to the delivery of patient care.

As a senior leader within the organisation they will have a key role in the embedding of the Trust's values.

LEADERSHIP OF THE OPHTHALMOLOGY AND CLINICAL SUPPORT SERVICES DIVISION:


ACCESS SERVICE:

The Access Service is led by the postholder as an autonomous business unit.

It is made up of the Access Team (including Validation) and the Central Administration Team (including Outpatient Booking & Administration, Medical Secretaries, Health Records).

The post holder is responsible for the overall performance of the service, ensuring that it supports all areas of the Trust in a coordinated and consistent way.
