Job summary:
The COBR Unit, formerly the Civil Contingencies Secretariat, leads the Government's response to acute emergencies - domestic and international, malicious and non-malicious - and drives further professionalisation of emergency management within government.
This post is a key part of the new Crisis Management Excellence Programme team (referred to as CMEP) in the COBR Unit.
Operating across government your work will be key in driving readiness at both the national and local level for the biggest risks that threaten the UK.
You will be part of a small team, working to enhance the UK's crisis management capabilities.This team was created as a result of the Crisis Capabilities Review, and focuses specifically on professionalising and building crisis management capability across Government.
Job description:
Several recent inquiries, reports and lessons learned exercises have clearly pointed to the need for a more professional approach to crisis management across government, specifically through setting standards, training and exercising.
There is considerable support and enthusiasm for this work across Cabinet Office and wider Whitehall and this role is a priority post in the expanding team that will be instrumental in delivering the Training element of the programme.
Key areas of responsibility include:
- Actively support the G7 Head of Team in development and management of CMEP
- Lead the development and promotion of a thriving Community of Practice (CoP) across government including various stakeholders up to ministerial level in order to achieve worldleading crisis management
- Lead workstreams towards formalising a Crisis Management Profession reaching across Government, including ensuring effective consultation and communication
- Support and lead workstreams to design and oversee inhouse delivery and logistics of CMEP for COBR Unit, NSS and the wider crossGovernment crisis management Community.
- Deliver training in a creative and engaging manner with an eye for exploring options with the ability to 'think outside the box'
- Manage any contractual relationships for training delivery, including payments, financial management and forecasting
- Collate and analyse feedback from internal and external training programmes, identifying good practice, areas to develop and disseminate reports appropriately
- Provide regular reports on progress against objectives and contribution to strategic goals
- Work closely with the Community, Training and Engagement Lead on wide ranging priorities and current work streams
- Collaborate with the wider COBR team to ensure training reflects lessons learned, the latest doctrine/standards, and meets current and projected training needs
- Engage with the Readiness & Response team to ensure a seamless surge capacity system, including oversight of systems for tracking CoP/Profession members and (with the training team) building a pipeline of future capability
Person specification:
Essential Criteria:
- Teaching/Training qualification at Level 4 or above with significant recent experience of teaching/training adult learners
- Track record of designing, developing, managing and delivering bespoke training
- Evidence of strong written and verbal communication with a keen eye for detail, suitable for delivery across a range of audiences
- Strong influencing and negotiating skills with the experience of building relationships and working in networks and organising and facilitating engagement events with a wide range of internal and external stakeholders
- Proven ability to remain calm and effective in a fastpaced environment, working under pressure, managing competing priorities with changing deadlines
- Demonstrated capability to plan over short, medium, and longterm timeframes and adjust plans and resource requirements accordingly
- Strong analytical skills with the ability to collate, interpret and learn from evaluation, embedding lessons learnt into subsequent activities
- Confident networking capability and big picture thinking with the ability to engage and influence positively at a senior level
Desirable Criteria:
- Experience of forecasting and monitoring budgets and strategic development skills
- PPM qualifications / experience
- Experience of working on preparedness for or response to civil emergencies and/or international crises
