Commercial ManagerThe role and responsibilities of the Commercial Manager
The Commercial Manager is part of the Leadership Team, which reports into the Board of Directors and collectively runs the business and sets the strategy.
The primary purpose of the role is to lead all commercial activities within the Commercial and Procurement Departments to mitigate risks and maximise opportunities in order to deliver strong financial results to the business.
The commercial and procurement teams support work-winning activities in the review and negotiation of terms and in securing supplier quotations and ensuring appropriate risk transfer.
During project delivery, the Commercial Manager ensures that the team accurately forecasts costs, identifies and manages change, and drives value for money from our supply chain.
The team is responsible for subcontract procurement including supplier approval, development and performance management in line with company procedures.The Commercial Manager leads the procurement team (through the department head) in the review and management of cost effective procurement of materials to meet the company's needs and adheres to the required specifications, standards and timescales.
This includes the negotiation of long-term deals and supply chain arrangements and the maintenance of an adequate and competitive number of supplier agreements.
The Commercial Manager establishes an effective team structure and, with the Heads of Department, manages performance, succession, training and development in support of the company strategyo Leadership of the Commercial and Procurement Departments to manage risk and meet work-winning and project delivery goals.
o Establish departmental leadership and structures that support personal development and growth opportunities for staff.
o Make recommendations to improve procedures and tools in support of company strategy. Ensure departments work to and within the Integrated Management System, policies & procedures.
o Build, develop & maintain a network of strong relationships with key stakeholders including subcontractors & clients.
o Ensure adequate review of conditions of contract at bid stage to inform go/no go decisions and correctly apportion risks between Contractor, client and suppliers.
o Ensure the commercial aspects of all contracts are managed effectively, from bid stage through procurement to final account.o Ensure that accurate records are kept and retained, including to support claims.
o Work with Operations Manager to lead financial and commercial aspects of projects from cradle to grave.
o Ensure that each subcontractor's and supplier's account is managed in accordance with their terms & conditions.
o Ensure that payments are effected in accordance with head contract, subcontracts & relevant legislation.
o Lead commercial team to identify and manage change events. Keep the client informed of variations and manage expectations.
o Ensure accurate financial and contractual performance forecasts are in place by the required deadlines. Ensure that problems are identified, escalated and resolved at an early stage.
o Support and challenge the management of each project with regard to profit and ensure a culture of competent cost and value management is evident.
o Implement procedures to quantify & cost changes in scope of construction works, including the use of appropriate standard methods of measurement.
o Monitor cash flow, valuation plan & projected costs to completion in line with budgeto Manage team performance including recruitment, rewards, grievance & disciplinary matters.
Required qualifications, skills, experience

o A thorough understanding of Contract awareness – NEC3,4, ECC & JCT
o Detailed knowledge & understanding of tendering & procurement processes

o Understanding of the certified management systems ISO , ISO & ISO 45001, - 2018
Experience
o Proven experience in a Managing QS or Commercial Management role
o Have deep experience within Civil Engineering Construction, ideally within the marine and/or water sector
o Managing & leading a Commercial team
o Experience of Dispute Resolution
Technology skills
o IT Microsoft Office skills, Evision, Business Collaborator, CEMAR
o Understanding of company computer-based cost recording systems
Training
o Full driving licence
o NEC3,4, ECC & JCT full contract awareness
o Leadership
Qualifications
o Preferably HNC or Degree educated
o Royal Institution of Chartered Surveyors membership (RICS) (desirable)
