Are you experienced in operational management and delivery of programmes of change in the health and life sciences sector? We are looking for a Head of Operations to join the newly created External Affairs Team at the NIHR, to support an ambitious and fast paced programme of work.

The NIHR External Affairs Team will enhance the way NIHR works with key partners across the sector, and will work to strengthen the NIHR's leadership position nationally and globally as part of UK plc by:

  • Providing leadership and coordination of stakeholder engagement and public affairs across the NIHR to support more effective working with external partners.
  • Providing dedicated project and programme management for the Recovery, Resilience and Growth Programme, both across the NIHR and the RRG partners.
  • Leading, through close working with partners across government, highlevel engagement with key industry partners with the aim of developing strategic R&D partnerships for UKplc and onshoring clinical research activity.

Job purpose:


The Head of Operations for the External Affairs Team will be responsible for ensuring day-to-day operational delivery of the team's strategic and operational plans, working with the Director to set objectives for the team on an annual basis, and tracking and evidencing its delivery throughout the year.

The post holder will be responsible for meeting reporting requirements, bringing in expertise from around the External Affairs Team as necessary.


The postholder will have particular involvement supporting the development of strategic industry partnerships, working with the Director and the Strategic Industry Partnerships Manager to ensure involvement of other NIHR teams where required, including business development, contracting and IP, and training / career development teams.


The role will manage the administrative support for the Team and will work with finance teams, IS teams, governance and human resources, to ensure operational management of the External Affairs function.

Elements of this work will be delivered personally but working collaboratively with the operational service teams is also expected.


Key Responsibilities:


  • Operational Management_
  • Working with the Director, other senior members of the External Affairs team and other NIHR leaders to support development of the External Affairs function annual and long term strategy and operational plans.
  • Translating the Strategic and Operational Plan into clear activities for implementation and delivery, and participation in the wider business unit and broader NIHR planning processes.
  • Responsible for ensuring that robust project management is used to support External Affairs Team members to deliver agreed projects on time and to budget including prioritisation and adoption of revised plans that respond to changes in policy or operational requirements.
  • Ensuring that the External Affairs Team is able to produce high quality reports and briefing papers for the Director, DHSC and other colleagues in required timelines to enable them to be fully briefed on issues.
  • Ensuring that the External Affairs team completes all HR, financial, IT, governance and compliance requirements to required timeline and quality.
  • Support the team to ensure that best practice is followed for diversity, recruitment, induction, talent management and development of the External Affairs team.
  • Ensure that resources in the team are effectively and efficiently utilised to deliver strategic and operational objectives.
  • Work with the NIHR IP Unit to ensure that commercial aspects of programmes are managed in a consistent and contractually robust way that recognises the funding provided by the UK tax payer.
  • Ensuring that financial and operational reporting requirements are met in association with GMG finance teams and providing management and reporting for the External Affairs budget (including oversight of management of contractors where required) and integration into wider GMG and NIHR processes.
  • Representing NIHR_
  • Acting with gravitas, professionalism and credibility when required to represent the NIHR, and when supporting the Director and team leads, in key external relationships.
  • Actively collaborating with other relevant groups in the NIHR to ensure an aligned, consistent and effective approach to managing external affairs.
  • Ensuring the External Affairs Team is represented on crossNIHR programmes where required and enabling the team to contribute to agreed strategic initiatives.
  • Facilitating the team's attendance at relevant external stakeholder engagement events to promote the visibility and recognition of NIHR in the UK life science environment.
  • Continuous Improvement_
  • Promoting a culture and system for recognising, reviewing, implementing and evaluating improvements to how the External Affairs Team operates
  • Reporting operational improvements at the business unit and NIHR levels to demonstrate continued value for money
