This position reports to the Project Quality Manager in a project and needs to possess technical authority and specialized skills and knowledge to handle the challenges and complexities of the project Construction Quality activities.

This role oversees technical Quality (i.e., adherence to client, regulatory agency, and company requirements), performs administrative functions (i.e., budgeting, forecasting, staffing, etc.), and helps to maintain harmonious client relations.


  • Principal Job Duties & Responsibilities
  • Enforce and champion the requirements of the site quality program and other project quality and technical requirements
  • Review and become familiar with the project technical requirements such as the prime contract, applicable codes, standards, and specifications
  • Verify that project and construction execution is being monitored by regular surveillance, inspection and formal planned audits; confirm that quality reports/audit reports are issued to appropriate parties and that follow up occurs until closure
  • Confirm that construction Quality personnel coordinate with construction engineering to initiate timely analysis and resolution of identified discrepancies
  • Verify that nonconforming work activities or hardware are controlled through the implementation of a nonconformance control procedure to include identifying trends and determining root cause to prevent recurrence
  • Submit statistical information to site management for weekly or monthly reporting purposes
  • Attend weekly meetings with contractors to assess any quality issues
  • Ensure that nondestructive evaluation results are reviewed to verify compliance with contractual requirements
  • Confirm that documentation is being completed, signed off and compiled as the work progresses to support turnover and record retention activities at the project site
  • Develop the site quality manual for the project
  • Provide quality input to siteissued purchase orders or contract bid documents
  • Provide construction audit input to the project audit plan and coordinate with the Project Quality Manager
  • Provide training of the site quality program to site personnel
  • Provide input to the Project Quality Manager regarding Quality organization and staffing (and inform the Site Mgr)
  • Review and approve contractor quality programs and inspection and test plans submitted per contract requirements; identify appropriate hold or witness points on inspection and test plans
  • Assist site manager with resolution of quality related issues
  • Verify that the site nondestructive evaluation program implemented on site complies with the codes, standards, and specifications
  • Determine the need for inspection tools and equipment and establishes proper calibration parameters for these items
  • Develop sitespecific quality procedures as necessary to support the project
  • Background checks are carried out as part of any conditional offer made, including (but not limited to & role dependant) education, professional registration, employment, references, passport verifications and Global Watchlist screening.
  • Must be authorized to work in the country where the position is located.

  • Accredited engineering/technical degree preferred in relevant discipline.
  • Masters degree in engineering discipline/technical field, or administration area preferred
  • A recognized professional certification or registration in the applicable field
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
  • 9001 Lead Auditor certification by outside agency (e.g., RAB, ASQ, IQA, etc.) required
  • Familiarity with ISO 9000; 14000 and 45000 Series and International Standards relevant to Oil and Gas Industry
  • Proven industry experience gained from one or more of the following business Lines: Oil & Gas; Power and Life Science and Advance Manufacturing
(Pharmaceutical)- Proven Project Experience in Lump Sum, EPC and PMC

  • Able to demonstrate inspection experience (NDE, welding, coating, pressure vessel, etc.)
  • Knowledge and experience in ASME, API, AWS, AS, BS, DNV, TEMA, NORSOK, ISO, ASNT, ASTM, NACE, SSPC, AISC and EN standards.
  • Ability to develop, update and maintain inhouse technical standards and specifications.
  • Ability to attend to detail and work in a time conscious and timeeffective manner
  • Demonstrable Management experience and ability to provide direction, development and management of departmental budget; training needs preparation etc.
  • Good interpersonal and communication skills
  • Good leadership, coordination and decisionmaking skills
  • Excellent written communications skills.
