Job summary:


  • The Chief of Staff, Commercial role is a key and critical strategic leadership position within the Commercial Directorate. The Chief of Staff will work closely with the Commercial Director and their deputies to shape and deliver priority and crosscutting work for the director including leadership of our communications and engagement programme, our organisational design and implementation of our strategic priorities.

Job description:


The role will oversee strategic business initiatives, assist and communicate with the SCS in decision-making, program management, and initiative implementation and work across teams to improve current processes and optimise organizational procedures for efficiency and productivity.


The Chief of Staff will also lead a small corporate team (of c.6 staff) that sits at the heart of the directorate.

The Governance, Strategy and Engagement team oversees commercial governance, coordinates communications and engagement activity on behalf of the directorate and acts as the secretariat for the DCMS Commercial Board.


The team oversees and processes commercial spend control requests for consultancy, professional services and contingent labour and conducts IR35 assessments to sustain compliance with Intermediaries Legislation.


The team also oversees the use of Government Procurement Cards (GPC) across DCMS and coordinates Freedom of Information requests and Prime Minister's Questions (PMQs) on behalf of the directorate.


The strategy function leads on directorate Blueprint activity and special projects of strategic importance whilst providing change management to cross-cutting directorate wide activities.


The team's mission is to engage with the directorate and key stakeholders; encourage collaboration and compliance; and enable the delivery of commercial outcomes that add value.


Please note the Commercial Directorate is going through a period of transition and some aspects of the team structure may change.


Person specification:


Essential Requirements:

  • Experience of strategic oversight for a corporate function e.g. Commercial, Finance, Communications or HR.
  • Substantial stakeholder communications and engagement experience, leading on messaging for leadership teams with significant experience of working with senior leaders. including Directorlevel colleagues.
  • People management experience including managing junior staff and multisite people management. Including managing and leading colleagues not necessarily in the line management chain.
  • Workplace culture and change management leadership, overseeing change programmes for people and organisations.
  • Substantial experience in an environment of changing priorities.

Desirable Skills:

  • Understanding of commercial or procurement environments.
  • Budget management experience
