    You will work within a dynamic Finance team, being responsible for strategic and capital planning that feeds into the RFL business plan, reporting to the current RFL Head of Finance.

    This new functional lead role will have ownership and responsibility for a number of deliverables to the RFL Investment Committee, Audit & Risk Committee and Board on regulatory reporting, budgeting and forecasting, investment performance, investment strategy and capital planning.

    Please note that this is a hybrid role, with 2/3 days a week in our Crewe office expected.

    Role Purpose:

    The role will involve highlighting key investment and regulatory risks, with responsibility for assessing and reporting key financial risks to the Risk and Compliance team.

    The role will have responsibility for running future financial projections, supporting the budgeting & forecasting process, and capital adequacy management. This will include scenario analysis and risk management support. The role will also consider any strategic changes to the use of our outsourced actuarial service provider.

    As Strategy and Capital Planning Manager the role holder will deputise for the Head of Finance as required, with the gravitas to operate at Executive and Board level where necessary. There is a clear opportunity for the Manager role to grow into a 'Head Of' role as RFL has developed a future organization design that establishes a Chief Financial Officer supported by amongst others, a Head of Strategy and Capital Planning.

    The individual will be involved in engaging with the wider RFL business and lead key relationships with our outsourced investment manager and custodian and actuarial advisors.

    Responsibilities:

    • Develops and leads RFL's Investment, capital and actuarial strategies to appropriately maximise benefits for good causes
    • Ownership of Investment Committee reporting, which includes performance reporting, assessment of credit and marker risk metrics to enable strategic decision making
    • Reporting to Investment Committee on possible investment opportunities and potential reallocation of cash resources
    • Project Management responsibility for production of 3 year business plan; interaction with wide group of stakeholders including parent, operational team and broader RFL functions
    • Leads on management of outsourced service partners, ensures effectiveness and delivery and proactively manages future service development
    • Function leadership and recruitment – attracting and retaining diverse colleagues, development/talent management
    • Supporting the production of quarterly forecasts for and insight on current asset classes and expanded asset classes
    • Production of Annual Capital Adequacy Assessment (ICAAP) and reporting to Executive Risk Committee
    • Responsible for ESG and Sustainability reporting to Investment Committee and Board
    • Develops and continually improves policies and procedures and associated controls, enables inter-operability across functions
    • Collaborates and works effectively with the Financial Reporting Manager and works closely with the Business Finance Partner as needed in engaging across the business
    • Production of quarterly regulatory returns
    • Working with the Finance team in reviewing and reporting on key financial controls and in strengthening risk management
    • Standardises reporting where possible
    • Produces ad-hoc government returns as required.

    Reclaim Fund

    We are the only dormant account operator in the UK, receiving and managing dormant balances from large financial institutions in the UK, holding back funds for customers to reclaim and distributing any excesses to social and environmental causes across the UK. To date we have received £1.8bn in funds and distributed close to £1bn to good causes. On our inception we envisaged receiving £400 million of funds, and have far exceeded this demonstrating the strength of Reclaim Fund and the scheme.

    We have operated for 12 years and built up 38 participating banks and building societies. The business is currently on-boarding new participants from new asset classes (insurance and pensions) and is looking to grow the finance team to support this growth. We have £800 million invested in a mix of cash and bond holdings and we expect this to continue to grow as more assets are on-boarded. With these clear growth plans in place, we have identified a need to support the HoF with investment and regulatory matters, and the expansion into more complex assets that will require more tailored investment management.

    In 2021 RFL was classified as an arm's length body by the Office of National Statistics, with ownership subsequently changing from the private to the public sector and we are now owned by His Majesty's Treasury. This has primarily impacted on our financial reporting and our procurement processes and controls which have developed over the past 3 years.

    Knowledge and Experience

    Essential

    • Accounting experience, in particular investment and regulatory reporting
    • Experience of investment management
    • Advanced Excel skills
    • A good knowledge of the financial services industry and investment products

    Desirable

    • Qualified accountant (ACA,ACCA,CIMA) with at least 5 years post qualification experience
    • Experience of changing outsourced service provision
    • Experience of dealing with regulators/auditors/ actuaries
    • Use of Power BI or equivalent/ experience of accounting software Business Central
    • Government reporting experience
    • Technical IFRS accounting experience
