Job summary:


The Ocean Country Partnership Programme (OCPP) aims to alleviate poverty amongst coastal communities reliant on healthy and productive marine ecosystems.

To achieve this, OCPP works to strengthen marine science expertise; develop science-based policy and management tools; and create educational resources for coastal communities.


The programme is part of the UK's £500 million Blue Planet Fund and is funded through official development assistance (ODA).

Through the OCPP, the UK government partners with ODA-eligible countries to deliver tangible and positive impacts on the livelihoods of coastal communities.

Partnerships under the OCPP are primarily delivered by the Centre for Environment, Fisheries and Aquaculture Science (Cefas), the Joint Nature Conservation Committee (JNCC) and the Marine Management Organisation (MMO) on behalf of the Department for Environment, Food and Rural Affairs (Defra).

We are looking for an external communications all-rounder to cover this exciting role.

You will be confident in delivering excellent results across the breadth of communications disciplines:
digital, social, traditional media and stakeholder engagement.

In return, you'll join a dynamic, friendly and supportive team, working within the Centre for Environment, Fisheries and Aquaculture Science (Cefas), an Executive Agency of Defra and in partnership with the MMO, JNCC and Defra.

Job description:

You will lead delivery of communications for the UK government OCPP in a cross departmental team.

You will work with internal colleagues, including the OCPP communications strategic lead, external partners, key stakeholders and the Defra customer to implement the activities detailed in the communications strategy.

In addition to the above, the main duties and responsibilities for this position are:

  • Work with the wider Cefas communications team, external communications colleagues including the Defra, JNCC, MMO and FCDO British High Commission representatives and other partner organisations to amplify the messages of the programme and raise the OCPP profile within government and respond appropriately to political sensitivities
  • Represent OCPP communications at internal and external meetings and at senior external meetings to gather appropriate content and report on communications progress
  • Lead and prioritise communications delivery for the programme by producing/coordinating innovative and highquality outputs and wider communications experience working to a set budget and timeline

Outputs include:
newsletters, blogs, press notices, campaign delivery, video, UK and partner country media engagement (alongside the FCDO in-country communications teams), social media delivery, outreach materials and events

  • Evaluate and track the impact/success of the programme through a communications dashboard against key KPI's. Lead development, production and dissemination of dashboards
  • The role will have a significant international and regional focus to facilitate engagement across all of the OCPP partner countries. You will also consider how OCPP communications enables key priorities such as gender, security and equality

Person specification:

It is essential and required for this role that the successful applicant needs to be able demonstrate substantial professional expertise and experience across the full range of marketing communications disciplines and skills, including:

  • Digital (e.g. use of Adobe Pro and/ or other software to create posters, leaflets, short videos)
  • Social media (e.g. planning and posting on social media including writing copy and creating reels)
  • Traditional media (e.g. writing press notices, supporting colleagues with TV interviews)
  • Stakeholder engagement (e.g. supporting workshops); and
  • Knowledge of digital accessibility requirements for public sector organisations (e.g. ensuring comms products are accessibl
