A fantastic opportunity has emerged for an Assistant Director of Housing Needs to join the homelessness department at one of Adecco's leading public sector clients in an interim assignment, initially for six months.

Working from our client's West London office 3-4 days a week, this is a full time (5 days each week) hands-on role which would suit a senior homelessness professional, ideally with a strong public sector background (although this is not essential).

Reporting into the Housing Director, this post has two heads of service reporting into it and is paying up to £750 a day (Umbrella), and is inside IR35.


Key duties in this role include:

  • Providing clear and accountable leadership for the homelessness services
  • Leading, motivating and managing the homelessness, acquisitions and allocations departments, and look for opportunities to improve services and performance through new ways of working
  • Providing effective management, development and motivation of services, employees and partners
  • Directing, managing and as appropriate assuming operational responsibility for frontline services to ensure these have clear and visible management at all times.
  • Providing clear, timely and evidenced advice on the functions aligned to the post, and to deliver reports and risk based discussion documents that enable the organisation to respond and take informed decisions.
  • Ensuring appropriate business and service plans are supported and maintained and to sustain a programme of strategic and policy reviews that continue to improve the services offered and the allocation of resources to priorities. The key policies and strategies aligned to the post include allocations, housing strategy, needs assessment and homelessness and prevention strategy.
  • Ensuring all financial planning, management and reporting is consistent with the organisation's financial rules and regulations and to develop efficiency and savings proposals to align with the midterm financial strategy.
  • Managing capital programmes and delivery ensuring the interrelationships between services, borrowing and their impact are mitigated and programmed.
  • Working with partners and stakeholders to ensure the delivery of services, creating alliances and effective working relationships
  • Ensuring all contractual arrangements are procured and reviewed in a manner that benefits the delivery of services within the borough and maximises inward investment and funding.


The ideal applicant will be somebody with a proven track record of strategic leadership, management and the transformation of services and teams.
