The job role will involve:

  • To adhere to and follow the commissioning cycle and procurement rules.
  • To manage the commissioning and decommissioning of all contracts, liaising with the Procurement Team.
  • To ensure appropriate contract management is undertaken, liaising with the Contract Monitoring Team.
  • To collect, collate and analyse information on need, services and resource provision and outcomes of service provision across all agencies as a means of informing planning, service delivery and future developments.
  • To contribute to the development, implementation, delivery and review of Commissioning Strategies and Market Position Statements to support market shaping, whilst ensuring collaboration with all stakeholders.
  • To undertake regular benchmarking and consider alternative service delivery models and contract efficiencies.
  • To develop proposals for improving local service provision and secure best value by:
  • Making better use of the existing provision._
  • Developing new services to fill gaps in provision and / or undertake change initiatives to existing service provision to meet the gaps identified._
  • To maintain knowledge and awareness of developments, initiatives and legislation relating to allocated service areas, promoting good practice and ensuring legislative compliance.
  • To work collaboratively with other service areas of the Council, external agencies and stakeholders, including other statutory bodies and the provider market, to offer advice and guidance in respect of any commissioning activities and market change or development.
  • To advise agencies and organisations of the implications and impact upon policies and issues arising from strategic plans.
