Background


The Northern Ireland Commissioner for Children and Young People (NICCY) was established under the legislation (Commissioner for Children and Young People (Northern Ireland) Order 2003 to provide an independent voice to promote and protect the rights of children and young people in Northern Ireland and to represent their interests.


Job Purpose


As a member of the Corporate Services Team, this role will provide effective management and administration of the Human Resources Function for NICCY.

The post holder will be responsible for the provision of professional HR services, working in partnership with Senior Corporate Services Officer to deliver both day to day HR services and initiatives within remit.


Salary
The salary for the post will bewithin the Staff Officer pay scale, currently £32,880 - £34,011. Starting salary is at the minimum of the pay scale.


Annual Leave


In addition to the usual 12 days public and privilege holidays, you will enjoy an annual leave allowance of 25 days rising to 30 days after 5 years service.

Main Duties and Responsibilities:


Organisational Policies and Procedures

  • Maintain current corporate policies and procedures in line with legislative developments and update these as per Schedule, liaising with the SCSO to progress in line with established process;
  • Provide robust HR advice to Chief Executive and Line Managers as/when required.

Data Protection & Reporting

  • Ensure adherence to NICCY's GDPR requirements and act as NICCY's Data Protection Officer;
  • Ensure NICCY's annual registration with the Information Commissioner's Office (ICO) and liaise with the ICO as necessary in respect of NICCY's publication scheme;
  • Coordinate Freedom of Information requests / Subject Access Requests.
  • Ensure Equality Scheme is updated, actioned and monitored on a regular basis;
  • Update the Disability Action Plan, in consultation with senior management, communicate to all staff and ensure actions are progressed in line with the plan.
  • Provide annual monitoring statistics as required in legislation including complete 3 year Article 55 report.

Personnel and Staffing

  • Manage the personnel information system ensuring all records in relation to employees are accurately recorded;
  • Compile reports, providing analysis from these records as required, e.g. sickness absence reports, turnover reports, etc;
  • Management of hard copy and soft copy personnel files;
  • Ensure that any employee relations issues are dealt with in a timely fashion and in accordance with NICCY's policies and relevant legislation;
  • Consult with relevant Trade Unions as necessary including periodic meetings as per agreement;
  • Provide information to employees on general terms and conditions of employment and other relevant issues as per NICCY's policies;
  • Provide advice and guidance to all staff in relation to equality and provide / source training on this area as required.

Performance and Development

  • Support line managers to ensure that effective performance management policies and procedures are in place and applied;
  • Maintain the annual learning and development (L&D) plan in consultation with the SCSO and provide periodic reports to leadership and management team;
  • Identify and organise relevant staff training including mandatory training e.g. Child Protection; GDPR; etc;
  • Facilitate organisational improvement strategies including IiP;
  • Support the implementation of relevant aspects of 'Our People' Strategy.

Recruitment and Selection

  • Ensure that appropriate and up to date job descriptions and recruitment information packs are maintained;
  • Ensure that all applicant records are uptodate, accurate and complete;
  • Issue/record Contracts of Employment within required timeframes and coordinate induction process in line with policy and Induction Schedule;
  • Liaise and arrange placements in NICCY as per process.

Health and Safety

  • Ensure that NICCY complies with relevant legislation in the area of Health and Safety, and provide updates to the Chief Executive where necessary;
  • Maintain NICCY's accident book;
  • Manage and implement mandatory training e.g. Health & Safety, First Aid, etc.

Other

  • Members of staff are expected at all times to provide the appropriate service and to treat those with whom they come into contact with in a courteous and respectful manner.
