In the Project Delivery and Change Directorate (PD&C) we are maturing our processes and building capability to provide a platform for success.

The Portfolio Governance and Assurance team is at the heart of driving change in the way the Department makes and assures high-value investment decisions, supporting our mission critical projects deliver value for money and achieve our ambition to bring the benefits of free trade to people across the UK and the world.

Currently there are two HEO roles in our team cutting across assurance, business cases and benefits.

You will support the development of new governance and assurance frameworks and take a key role in driving value for money across our portfolio.


You will have the opportunity to develop practical skills across a range of areas, including business case assurance to strengthen value for money decisions; proportionate and effective governance, to provide oversight and support; benefits management to ensure value for money is delivered; and stakeholder management.

Project delivery and business case accreditation and training will also be made available.


The job holder will act as a key link between Portfolio Governance and Assurance team and the 'front-line' of our mission critical programmes.

You will gain exposure to a range of stakeholders at all levels of seniority.


Job description:


Assurance and approvals - managing assurance and approvals routes for the portfolio, maintaining the business case and assurance forward look, and coordinating business case/assurance or benefits reviews.


Reporting - supporting the team to become more data driven, utilising recommendations for continuous improvement and to build capability, support benefits and assurance reporting to provide a portfolio level view for senior stakeholders.


Hybrid working
Please be aware that this role can only be worked from within the UK and not overseas.


Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role.


Most DBT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in an office, on average.

If your office location is London, you will be eligible to receive London weighting.


Person specification:


Essential Criteria
You will have some knowledge or understanding of governance and assurance processes, and

  • Ability to build strong collaborative relationships at all levels and quick to establish partnership working based on mutual respect and trust.
  • Demonstrate excellent communication skills and an ability to clearly articulate complex information, both verbally and in writing, to a variety of audiences.
  • Plan and prioritise effectively, whilst having the ability to adapt and be resilient to changing priorities in a fastpaced environment.
  • Provide constructive challenge when appropriate to make an improvement or secure a better outcome.
  • Analyse a wide range of evidence and data to inform effective decisions and recommendations.

Desirable Criteria

Expertise - You hold a foundation level project delivery certification/ better business case or benefits management training as defined in the Government Project Delivery Capability Framework found on or a willingness to work towards it.


Inspiring others - You have the ability to create and present a compelling vision and set clear direction, that motivates others to work towards a common goal.
