Job summary:


Following the Smith Commission the Scotland Act 2016 and the Social Security (Scotland) Act 2018 put in place an overarching legislative framework for the administration of social security in Scotland.

The Scottish Government is currently reforming Social Security in Scotland and has implemented a programme of work which is delivering the necessary infrastructure, ensuring the service meets the needs of the people of Scotland now and in the future.

It is an extremely important change with the ambition to make a real difference.


Over the last few years the Social Security Programme and Delivery Division have already designed, developed and implemented a number of new welfare support measures that are being delivered by Social Security Scotland, but there is much more to be done.

This Programme of work will extend over the coming years to design and deliver further services, reaching out to the most vulnerable parts of society.


This vacancy is in Programme Finance team which is part of the Social Security Programme Management & Delivery Division within the Directorate.


Programme Finance covers four key areas:

  • Financial planning
  • supporting future years planning and the overarching Programme Business Case for Social Security,
  • Management accounts and monthly reporting,
  • Financial governance supporting the programme governance artefacts underpinning the programme (eg business cases, strategy documents, funding requests),
  • Financial controls controlling the Programme against the financial plan and that planning, governance and reporting all align to it.


We are recruiting a C1 to the Financial Controls team who will support the Directorate's Financial Plan and ensure the Programme is managed and controlled against it.

You would lead team the Financial Control team which at this time consists of two roles, a B2 and B3 to liaise with senior stakeholders, budget holders and boards to provide support & advice and ensure compliance against financial controls & accounting standards.

Your team would also have responsibility for business partnering to several budget holders and divisions including planning, reporting and governance and leading on continuous improvement of financial governance across the Programme.


Job description:


  • Acting as the Programme's Financial Controller & liaison for Programme governance with responsibility for the enforcement of the Social Security Directorate's Financial Plan and ensuring that financial performance, change & funding requests and statements of work are evaluated and approved against the Financial Plan. The role will assist with maintenance, updating and development of the model, its supporting processes, reporting & analytical tools and its use as a living document with tight version control.
  • Responsibility & ownership for the Programme Finance team's financial accounting policies and controls. They will ensure policies and controls are in place to ensure all spend is appropriately monitored, governed and controlled. This also includes but not limited to providing VAT advice, leading on the tracking, maintenance and updating of capital spend & asset register, supporting the Accountable Officer process, preparing the year end accounts and acting as the liaison for audit queries.
  • Act as the Programme Finance liaison for Programme governance, ensuring that Programme and its artefacts are controlled and monitored against the Financial Plan and supporting the Programme to ensure artefacts contain robust, assured financial information that support decision making. This includes ownership and responsibility process and being able to identify, challenge and escalate variances to the Financial Plan to senior stakeholders.
  • Lead on Continuous Improvement for Programme Governance, improving financial visibility in governance artefacts, better aligning existing processes and outputs with planning and spending controls and that sufficient reporting is provided to governance boards to enable robust decision making.
  • Responsibility for monitoring, supporting and acting as a critical friend to a number of budget holders and their divisions. You and your team would be lead on forecasting, planning and governance for these divisions, meeting regularly with the budget holders and their finance leads and becoming the single point of contact and expertise in the team. This would feed into the month end process, financial forecasting, planning and reporting and supporting the wider team financial processes.
  • Lead the Financial Control team consisting of a B2 and B3, who would directly support you as well
