    Job overview

    The Strategic Development team plays an instrumental part in supporting in leading strategic developments across North East London, working with partners from across the system. This role will lead future co-productions of our ICS strategy and the annual refresh of our joint forward plan.

    Main duties of the job

    This role will lead the strategic planning function for the integrated care partnership, co-ordinating the implementation of the NEL ICP strategy as well as leading any reviews / refreshes of the strategy; and leading coproduction of the annual NHS Joint Forward Plan (JFP) / refresh aligned to operating plans. They will:

    Strategic Planning

    • Support a greater understanding of our strategic context through coordinating and aligning analytical work across the system in support of our strategic planning
    • Lead engagement and coordinate across the NEL ICB, with place and provider collaborative leads, to ensure strategic coherence in transformation plans between partners across the system
    • Work with portfolio owners throughout the year to ensure the NEL portfolios address the identified needs from the ICS strategy and JFP, and insight about our population
    • Ensure that commitments to ICP partners and corresponding expectations of them are incorporated into our strategic planning
    • Establish forums where new ideas and knotty problems can be discussed and solutions be codesigned, incorporating partners and local residents
    • Lead development of specific ICS priorities in line with agreed ICS vision and approach
    • Lead the day to day strategic planning process and coordination with partner

    Impact

    • Develop new frameworks required to monitor value and outcomes and provide assurance related to the strategy
    • Develop an evaluation framework to support assessment of programmes and projects within our strategic portfolios, to ensure learning feeds into future strategic planning
    • Track progress and co-ordinate reporting on implementation of the ICP Strategy and the JFP, providing reports to the ICP/B Boards as required
    • Operate as a link to PMO, PHM, BI team and other insight teams, to ensure that the strategic planning is informed by data and provide a clear understanding of the NEL population, and the challenges and opportunities available across NEL
    • Ensure long term strategic planning is supported by evidence, data and insights, and lead horizon scanning working closely with the ICB insights team and partners across the system

    Education / Qualifications

    Essential criteria

    • Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area

    Desirable criteria

    • Post-graduate degree or equivalent

    Experience

    Essential criteria

    • Significant experience of successfully operating in a politically sensitive environment
    • Experience of co-ordinating projects in complex and challenging environments
    • Experience of managing risks and reporting

    Knowledge

    • Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required
    • Ability to analyse complex issues where material is conflicting and drawn from multiple sources
