MAIN PURPOSE OF JOB Oversee and develop all aspects of the Development Management within the Planning Service, setting high standards of professionalism and creating a culture of continuous service improvement.
Ensure all Development Management staff are motivated and have the necessary skills and tools to effectively and efficiently perform their roles.
Develop a culture of continuing professional development and that staff are being provided with the relevant training opportunities and are then encouraged and facilitated to utilise those new skills and learning.
Accountable for the management of the associated budgets and finances that support Development Management.
Manage the functioning of the Planning Committee and foster effective working relationships with members across all political parties, ensuring the members have the necessary planning training to make appropriate and defensible planning decisions.
Foster and develop effective working relationships with all our stakeholders both internally and externally to ensure that the Planning Service has a reputation of delivering an efficient and effective planning service.
To work with the Service Monitoring Officer to ensure appropriate responses to complaints against the service, responding appropriately where such complaints are justified and taking the necessary steps to ensure such complaints do not re-occur.
To ensure that the Development Management function is meeting all legislative requirements and that decisions are not open to successful challenge through the Ombudsman or the Courts.
Demonstrate a sound understanding of the national and local political priorities for the service.
Work as part of the Planning Service Management Team to constantly drive forward on service improvement, adapting and implementing new ways of working that deliver a more effective and efficient service.
2. PERSON SPECIFICATION
Qualifications _Essential_
- Degree level education in Planning
- Diploma in management or other appropriate management qualification or firm binding commitment to obtaining appropriate management qualification commencing within 6 months of starting the role
- Desirable_
- Member of RTPI or equivalent
3. KNOWLEDGE, SKILLS & EXPERIENCE Experience of effective and proactive management of Development Management Staff
