Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.


We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.


We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government.

This role will sit within the GCO, but based in our UK Health Security Agency commercial team delivering departmental objectives.


Job description:


The Commercial Policy, Governance and Assurance Team supports the Accounting Officer to fulfil their obligations in accordance with the delegated authority given by Department of Health and Social Care (DHSC), HM Treasury (HMT) authority and Cabinet Office Spending Controls.

It further supports the organisation to ensure adequate scrutiny and approval of business cases and commercial proposals to ensure they represent value for money and comply with the internal governance framework and external Cabinet Office Spending Controls.


The team aligns with DHSC and Cabinet Office to adopt commercial policy and assurance, including the adoption of Cabinet Office Procurement Policy Notes, ensuring the organisation meets its obligations and statutory requirements.

The team also coordinates the commercial response to external audits, the Covid-Inquiry, and external enquiries fulfilling statutory requirements such as freedom of information and input to parliamentary requests.

Finally, the team is now moving to prioritise development and delivery of an internal assurance framework and the adoption of the changes to Government procurement resulting from the Procurement Bill.


In addition to this, you will also play a critical role in coordinating the commercial response and action to external audits including the Government Internal Audit Agency (GIAA) and the National Audit Office (NAO), the Covid-Inquiry, and external enquiries fulfilling statutory requirements such as freedom of information and inputting to parliamentary requests.


Person specification:


Leadership

  • This is a handson role to lead the Governance and External Assurance Team, including 5 permanent and 3 fixed term staff which includes the Investment Board secretariat.
  • Manage stakeholders and communicate with impact, using different communication styles depending upon the needs of the particular audience.
  • Is trusted for commercial advice and is able to put technical considerations in plain language for stakeholders.
  • Build confidence in teams, encouraging them to develop and improve. Understand, at a local level, the team's strengths, skill gaps and individual career aspirations, and actively seek to build capability.

Governance

  • Maintain the UKHSA Governance Framework ensuring that it is aligned to Cabinet Office Spending Controls, HM Treasury Guidance, UKHSA's financial delegations and its Financial Standing Instructions.
  • Maintain integrated working partnerships internally with Board members, at Senior Director level and externally with Cabinet Office, DHSC and HM Treasury.
  • Take ownership of keeping up to date with any changes from Cabinet Office or DHSC level that may impact UKHSA's internal governance framework.
  • Take ownership and accountability for the Crossfunctional Investment Boards to support UKHSA to robustly consider and challenge business cases and commercial proposals to ensure they are compliant, represent value for money and are aligned to the organisation's strategic objectives.
  • Drive forward compliance to the Cabinet Office Pipeline Assurance process.
  • Effectively support and upskill both commercial and noncommercial professionals. Develop and deliver training / workshopbased learning conducting targeted teachins. This should be done both proactively and on request.
  • Lead on regular reporting to Commercial Senior Leadership Team
