Capital Delivery Eastern has the greatest proportion of enhancement delivery in Control Period and delivers £3 million of investment every single day.

It supports the region by delivering an integrated capital investment programme of renewals and enhancement activity, which is aligned to maintaining a safe, punctual railway that serves passengers and freight users.


This role is based in York but there will be a considerable amount of travel both north and south across the East Coast Mainline as project needs dictate.


The purpose of the role is to undertake the day to day construction assurance to provide Network Rail and its suppliers with the confidence that works are being delivered in line with expectation, with focus on ensuring the operation of the railway is safeguarded and workforce safety is not compromised, through prescribed audits designed to improve performance and promote good practice.


Brief Description:


The Construction Assurance team is a multi-discipline support function supporting S&SD, Engineering and the Project managers on a daily basis as we are seen as the eyes and ears of Capital Delivery having built up excellent working relationships with the supply chain site staff.

As a Construction Assurance Specialist in Portfolio North you will assist on engineering assurance activities within the Portfolio North portfolio, with a current total AFC of £799 million.

This encompasses, but is not limited to, the following projects:

  • OLE
  • Buildings and Civils
  • Telecoms
  • Signalling
  • Enhancements.

About the role (External):


Key Accountabilities

  • Undertake site visits as set out by the construction assurance function to provide effective governance and assurance of the construction activities undertaken by the supply chain.
  • Collate data from site visits to provide construction assurance manager information to share with the wider Network Rail teams and its suppliers, identifying areas for improvement and sharing good practice.
  • Have a broad discipline knowledge of Signalling, OLE and Civils & Building
  • Identify and manage poor performance onsite through the implementation of improvement plans to provide safety assurance and continuous improvement.
  • Work with the construction assurance manager to implement a balanced and consistent approach to the construction assurance function.
  • Review and use the Construction Phase Plan, Work Package Plans, and any relevant documentation to conduct prestart site visits and site visits once a period thereafter during the construction phase. Then produce and issue post visit inspection report.
  • Form working relationships with site teams to create an environment for continuous improvement.
  • Agree improvement plans and oversee to closeout in a timely manner when performance issues are identified.
  • Create ongoing working relationships with Network Rail maintainers to facilitate Capital Delivery project delivery.
  • Deliver safety and sustainability assurance across the Capital Delivery region (Functional Audit Plan, management reviews, project deep dives) and provide reports to inform relevant people in Capital Delivery of the findings to facilitate evidencebased approach to managing risks and opportunities for improving Capital Delivery performance in safety and sustainability.
  • Attend regular meetings with the construction assurance manager to forecast site activity and assist in the identification trends and areas for focus.

Job Skills, Experience and Qualifications
Essential

  • Have experience and success within a construction assurance function.
  • Construction Industry Training Board
  • Site Manager Safety Training Scheme or similar or equivalent experience.
  • Demonstrable significant understanding of the CDM Regulations and Health & Safety legislation, regulations and industry practices.
  • IT literate (Word, Excel, PowerPoint and webbased audit tools)
  • Ability to operate effectively in the site environment.
  • Demonstrable experience of effective team working, assisting and supporting others and
