Job summary:
Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.
We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.
We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government.
Job description:

You will join a high performing team where you can help to build on recent successes such as: the procurement of body detection dogs, handheld x-ray devices and a service to sell goods and vehicles confiscated at the border.
Home Office is driving significant transformational change through leveraging new technologies both home and abroad to secure UK's interests and promote UK citizens' safety and prosperity.
You will lead a commercial team and our stakeholders to provide best in class commercial outcomes for the Home Office helping shape markets and negotiate innovative contracts achieving value for money outcomes for the UK.
In these roles, you will be a true leader, driving development, innovation and creating a cohesive, positive mind-set to deliver great commercial outcomes with real accountability and collaboration with business and project teams.
Your key focus will be planning and executing procurements that help to keep our country safe, for example cutting-edge detection technology at ports in the UK and in France.

Key Responsibilities:

Procurement Project Delivery:Deliver high-profile procurements for the Border Force, that provide innovative solutions whilst complying with regulations.

Market Engagement, Insight and Analysis: Engage with the marketplace and other stakeholders to maintain up to date information on market capabilities and innovations. Prepare and communicate market intelligence to customers and senior managers, using this insight to inform the commercial strategy.

Stakeholder management:Work collaboratively with internal and external stakeholders, senior leaders and at times, Ministers and the Permanent Secretary, to explain the commercial activity you may lead on. Collaborate with commercial colleagues from within the team and across the Commercial Directorate to draw on their knowledge and expertise. Engage with other Home Office areas who are procuring similar goods or services.
- **Commercial Strategy**: Support the development of the Border Force's long-term commercial strategy. Develop the commercial section of the project business cases and lead the business case commercial approval steps, including submitting all papers to and seeking approval from the Commercial Assurance Board.
