Job description:

You will lead a well-established Commercial team, focused upon commercial excellence, continuous improvement & knowledge share.

You will lead the commercial response and procure contracts, owning the end to end process of Category Management - from requirements capture with policy colleagues, market testing and shaping delivery of the commercial activity and strategic contract management in the live running phase and supporting Supplier Relationship Management.


You should be able to work effectively at pace, creating efficiency improvements and cost savings, and have a demonstrable flair for the resolution of complex commercial / contractual issues.

Possessing significant influencing skills, you will need to build wide and engaging networks of influence with all stakeholders, creating the right environment to deliver collaboratively and both lead and support the commercial aspects of strategy development and implementation individually and through others.


Person specification:


  • Responsibility for the commercial management of critically important, complex contracts. Seeking out opportunities for continuous improvements in these contracts, through improved service and increased efficiency
  • Developing and delivering strategic supplier management strategies, to support strong and productive relationships with the category's strategically important suppliers, including curating the market
  • Leading procurement exercises, delivering market engagement, detailed specifications, procurement timelines, undertaking supplier negotiation & implementation of high value complex contracts whilst ensuring value for money options and alignment to the Category Plan
  • Leading, coaching and developing your team to deliver the best possible commercial service to the Department
  • Providing expert commercial support and guidance to a range of stakeholders, ensuring the commercial delivery of the Department's objectives and that policy development is informed by commercial best practice
  • Utilisation of data from a variety of sources to contribute to the category cost savings targets, identify and resolve problems, identify and add value and improve performance and value
  • Use data and develop strategies to manage the market and ensure that the market is prepared for future longerterm requirements and supporting our Future Market Strategy
  • Undertake work in accordance with Public Contract Regulations (PCR), Cabinet Office Outsourcing Playbook and Category Management Operating Model (CMOM), designing flexible commercial procurement strategies to land commissioning requests
