We are looking for an individual with leadership experience and in-depth knowledge emergency preparedness, resilience, and response within the public sector.

Due to changes in personnel over the past 12 months this post has been developed as a standalone.

This post will accountable to the Chief Operating officer, and be responsible on a day to day basis to the head of performance.

Applicants will need to demonstrate that they meet the key requirements as outlined in the personal specification.


The main duties of this role is to provide leadership in the trust fulfilling the requirements of the emergency planning standards and the civil contingencies act (CCA) 2004, ensuring the adequacy and appropriateness of local emergency plans, preparedness, and business continuity planning arrangements.

The Civil Contingencies Act and accompanying non-legislative measures contain highly complex and sensitive information that will require the post holder to interpret the act (including present and future regulations) in a local context and devise and co-ordinate strategies, policies, and procedures for the trust.


The post holder will be responsible for ensuring that the trust complies with all relevant emergency preparedness, resilience, and response (EPRR) as set out in the NHS England EPRR framework.

The Christie is one of Europe's leading cancer centres, treating over 60,000 patients a year.

We are based in Manchester and serve a population of 3.2 million across Greater Manchester & Cheshire, but as a national specialist around 15% patients are referred to us from other parts of the country.

We provide radiotherapy through one of the largest radiotherapy departments in the world; chemotherapy on site and through 14 other hospitals; highly specialist surgery for complex and rare cancer; and a wide range of support and diagnostic services.

We are also an international leader in research, with world first breakthroughs for over 100 years. We run one of the largest early clinical trial units in Europe with over 300 trials every year.

Cancer research in Manchester, most of which is undertaken on the Christie site, has been officially ranked the best in the UK.


DUTIES AND RESPONSIBILITIES
On behalf of the Chief Operating Officer, the post holder will:

  • 1. Be responsible for ensuring that the Christie NHS Foundation Trust is compliant with the statutory obligations under the Civil Contingencies Act 2004 and its associated regulations.
  • Lead on planning and training and exercising work associated with
  • Emergency Preparedness, Resilience and Response (EPRR)
  • Business continuity
  • System resilience
  • Represent the Trust in a broad multi-agency environment and manage relevant multi-agency project and workstreams, liaising with TCFT clinical and corporate services, commissioners and other Health Care Providers and multi-agency partners ensuring that TCFT is fully involved in/and supportive of health economy resilience planning and response.
  • Ensure TCFT's interests are fully represented and advanced.
  • Ensure strong communications are maintained between TCFT and its stakeholders.
  • Lead on the development and coordination of all aspects of major incident and emergency planning for the trust and its managed and contracted services. The post holder will also facilitate and support the trusts response to major incidents and emergencies as appropriate, acting as a specialist knowledge resource in all aspects of emergency planning offering detailed advice across the trust and external partner organisations
  • Manage EPRR corporate processes to provide assurance to the Board that it complies with relevant legislation and guidance as identified by the NHS Core standards for EPRR.
  • Lead research and develop programs to contribute to the advancement of emergency planning and a health context and act as a source of expertise and professional point of contact on Emergency Planning and Business continuity for the whole organisation.
  • Develop and maintain appropriate systems, processes, and policies so that the Trust is fit for purpose relating to the emergency planning and Business continuity.
  • Work with key managers to develop, produce and update business continuity plans materials and documentation e.g., plans, emergency response procedures, call lists, action cards
  • Ensure that there are suitable arrangements in place for the trust to quickly establish a command-and-control room (major incident room) as needed, and this is embedded into local localities as required.
Work closely with clinical and corporate services to ensure plans, policies, action cards, training and supporting infrastructures and exercised to enable the trust to effectively respond to the following:

  • An internal or external major incident
  • Flood
  • Heat wave
  • Extreme weather conditions
  • Pandemic/ flu
  • Lock down
  • Site specific service, geographical hotspot or trust wide business continuity risks or incidents
  • Lead and coordinate
