- Direct the delivery of the four programmes at a strategic level
- Lead and deliver both the NDBH and PMCYP programmes of change across the Trust, and impacted 3rd parties. This will involve working closely with the Clinical and Operational Design Authorities for both NDBH and PMCYP which are tasked with a) overseeing and assuring the design and development of the clinical and operational models in each of the buildings, and b) signing off that the Trust is clinically and operationally ready for launch. Note that actual implementation of the respective clinical and operational models in these new buildings will be delivered through the respective Directorates.
- Lead and deliver new inpatient capacity by March 24 and the ongoing wider capacity programme in conjunction with the ICS in 24/25.

- Education to PhD/ Masters or equivalent level of knowledge and experience.
- Formal qualification in Project & Programme management (PRINCE 2 / MSP) or equivalent programme management experience
- Formal qualification in transformation and change methodologies, i.e., Lean, six sigma, implementation science
- Extensive, comprehensive transformation programme management experience in large complex organisations, which preferably should be in a health care or health service environment.
- Extensive, expert change management experience using lean methodologies and other recognised techniques, with substantial evidence of achieving sustained improvement in services.
- Has extensive capability in relation to influencing and negotiating at the most senior levels, in an environment that may be contentious, political or ambiguous with multiple vested interests.
- Applies excellent communication skills, both written and verbal, including advanced formal presentation skills, to audiences that may be highly specialist professionals, or may be hostile.
- Gathers and incorporates the views of service users and carers into service change, including in circumstances where such change is likely to be unpopular or challenged by senior scrutiny or regulatory bodies.

The Programme Director will have full managerial responsibility for the development and delivery of what amounts to a series of complex, Trust-wide, integrated change programmes. The Programme Director will be supported by dedicated Senior Programme Managers.
As part of their role, they will work to ensure robust engagement and communication across both programmes, with a particular focus on engaging outwards to external stakeholders and upwards into the most senior levels in the Trust, and other 3rd party stakeholder organisations.
