    We are seeking an inspirational individual with passion and resilience for leading sustainable and measurable performance improvement by planning, developing and delivering integrated multi-site services and outstanding user experience in complex and demanding environments.

    With emotional intelligence, the Technical Operations Director must provide strong technical engineering and facilities leadership to empower and motivate staff in problem solving, orchestrating innovation and demonstrate technical excellence in the planning and delivery of safe, compliant and effective solutions to address the increasingly complex and multi-faceted challenges faced by our customers and their estate.

    Commercially aware, perseverant professional with a strong track record of building and maintaining excellent strategic and operational relationships with colleagues, customers, stakeholders and regulators with proficiency to accurately communicate complex technical issues to audiences confidently, clearly and simply.

    The post holder will play an active role within the Board of Directors, from time-to-time, act as deputy for the Managing Director and contribute to the overall development and implementation of the RFL Property Services long term vision, strategic direction and governance arrangements in the delivery of its agreed objectives through its service partnership agreement back to the Trust.

    Build and maintain effective, positive relations and provide strong technical estates and facilities advice, support and expert counsel to all RLPS customers including the RFL group board, their sub-committees, executive meetings and operational service customers as may be required in event of incident, at routine planned and ad-hoc meetings

    Act as the main point of contact and escalation for RFLPS customers, RFL group, hospital site executive teams, NHS England, CQC and HSE for all matters relating to operational estate & facilities performance, regulatory compliance, and audit to inform, evidence and assure.

    Be accountable for driving delivery of agreed operational performance and compliance standards set out in SLA's, contracts and partnering agreement across RFLPS customer sites and safe transition of PFI contracts from private to public sector ownership upon expiry.

    Act as a technical lead for a wide variety of projects including due diligence, investigation and remedial design and execution, informing project planning through to site closure for a range of client instructions.

    Work within a cross functional senior leadership team to actively input and contribute to the overall development and implementation of RFL Property Services long term vision, business planning, strategic direction and governance arrangement.

    Lead the establishment, development and implementation of RFLPS operational Estates and Facilities strategies, goals and objectives, to ensure high standard of customer experience is delivered back to our customers through SLAs.

    Work in collaboration with customer senior Executive team to ensure a fully integrated and technically sound Estates and Facilities service is delivered in line with the agreed partnering agreements and SLAs, while considering the wider health, safety, legal, regulatory and compliance implications on the customers, its patients, employees and the public is given.

    Provide the Managing Director and the RFLPS Board of Directors with expert advice and guidance on service delivery and operational issues, and any associated or perceived risks and threats which may stem from the development and implementation of strategic operations of Estates and Facilities at our customer sites.

    Take full-service delivery, operational, commercial and budgetary accountability for the strategic management of Estates and Facilities and associated technical services across the NHS hospital and community sites (including PFI and Decontamination services) on behalf of our customers and key stakeholders to ensure legislative and HTM compliance, safe environments for delivery of effective care and successful delivery of agreed SLAs and the Strategic Partnering Agreement with RFL Group.

    Work as an integral part of the RFLPS Senior Leadership team offering comprehensive and technically sound input, advice and support across the Estates and Facilities to ensure short- and long-term business objectives and targets are met.


    COMMERCIAL

    Take full accountability for cost efficiency in operational services, their effective budget management, profit and margin of all sites and hold the team accountable for their own sites/business areas.

    Participate in annual planning and budget setting process and monthly budget review meetings to ensure RFLPS operate within the agreed budget, deliver agreed annual FIP targets and give early warning of need for unregulated spend; hold teams accountable for the commercial performance of their business sites/areas/units.

    Actively and positively contribute to RFLPS's sustainable growth, income generation and delivery of any assigned financial improvement and income generation programmes within the agreed deadlines.

    PERFORMANCE, RISK AND GOVERNANCE

    Lead the Estates and Facilities operational teams across different sites to ensure all agreed performance targets are delivered and exceeded.

    Recognise, understand and on behalf of RFLPS, lead on the management of risk and consequence of failure on service delivery, critical infrastructure, incident management and escalation, develop and implement strategic priorities and solutions to ensure effective control and risk mitigation/management.

    Responsible and accountable for service delivery to RFLPS customers on a day-to-day basis and ensure high performance and confident in delivery of all services, business plans, CQC standards and CQC compliance.


    CONTINUOUS SERVICE IMPROVEMENT AND TRANSFORMATION

    Lead key continuous improvement initiatives relating to reporting, monitoring and risk management across all Estates and Facilities operational service delivery sites.

    Identify opportunities for process efficiency, effective cost management and continuous improvement and initiate key projects to drive performance improvement, efficiency or savings.

    Drive implementation of continuous improvement solutions on safety, operations efficiency, cost savings and financial performance improvement to address the increasingly complex challenges faced by our customers.


    LEADERSHIP AND MANAGEMENT OF STAFF

    Lead the senior Estates and Facilities leadership team and provide strategic, technical and expert advice, guidance and support to ensure the successful execution of our Estates and Facilities service delivery strategy.

    Build senior leadership skills and knowledge through robust development plans and be authentic on career development paths for your team members.

    Be a visible, inspiring and engaging leader and communicate RFLPS's compelling long-term business visions, strategies, goals and objectives to your team to ensure successful delivery and execution of all business plans
    Act as a technical mentor to the Estates and Facilities leadership and management team.

    Build strong senior customer relationships with internal and external customers and the key stakeholders to ensure successful delivery of Estates and Facilities SLAs to all customers.

    Ensure the development of seamless relationship between Estates and Facilities management team and the Trust Senior leadership team across all sites and that a positive relationship with all customers is maintained while driving the delivery of agreed SLAs and, the continuous and sustainable growth.

    Proactively engagement with customer's senior leadership team to build and nurture effective and positive relationship with RFL group board, their sub-committees, through the attendance of executive meetings and/or other planned or ad-hoc meetings.

    Maintain strong, positive and professional relations through effective communication with RFLPS customers sites including board executive directors, particularly the CFO and CDO, hospital chief executives, directors of operations, finance and nursing.

    Maintain relationships with service providers on operational matters to ensure that RFLPS operational profile is cost effective and long and short-term requirements are properly matched to the Trust's strategic vision, goals and objectives.

    Appropriate postgraduate qualification at Master's Level (Master's degree or MBA), or equivalent experience.

    • Evidence pf CPD and leadership development at advanced and very senior manager level
    Significant number of years' experience working at Senior Estates and Facilities Director level in large organisations within public/education/healthcare setting, managing multimillion budgets


    • Track record of managing multi-site Estates and Facilities services to successful deliver the agreed SLAs.
    • Track record of managing and delivering complex, technically demanding and challenging Estates and Facilities services within a complex environment.
    • Experience in establishing and managing risk, governance, compliance and financial controls, policies and procedures in complex and demanding environment.
    • Track record of interface with senior key stakeholders at executive and Board level across large organisations.
    Detailed knowledge of governance, compliance, legal and regulatory requirement within estates, facilities and/or engineering inductor.


    • Comprehensive understanding of risk management approaches and best practice.
    • Ability to identify and validate Estates and Facilities development opportunities that drive cost and process efficiency.
