  • We are looking for an energetic and inspirational person to lead one of our 4 Partnerships and Strategic Overview Teams. You will be part of the wider department leadership team contributing to the overall direction and success of the department which includes 6 other team leaders involved in Capital Programme Management, Flood Resilience (Warning and Informing) and Incident Management. You will report to the Area Flood and Coastal Risk Manager.
You will be a visible passionate leader with excellent communication and influencing skills.

You will establish and maintain strong working relationships with a range of internal and external stakeholders and partners so that we understand, influence, and guide their activities, and promote and enhance flood and coastal resilience across Devon in line with the National Flood and Coastal Erosion Risk Management Strategy.


You will be enthusiastic about developing yourself and others and be a positive role model who creates an open, inclusive, caring and trusting environment which supports people to perform at their best.

You will have line management responsibilities of circa 12 people including; health, safety and wellbeing of your team, resource and workforce planning, recruitment, performance management, and driving a culture of continuous improvement.

You will lead and support your team and your partners through organisational and business changes effectively so that we make the most of what change has to offer.

You will need to plan and control resources to maximise effective and efficient use of finances, work programmes, and people so that we deliver the most for our communities and the environment.


  • The team
  • The Partnership and Strategic Overview Team provides the strategic overview for how flood and coastal erosion risk is managed.
We do this by

  • Providing the flood and erosion risk evidence base with our data, maps, and models;
  • Regulating main river works to manage environmental and flood risks;
  • Working with partners to support future sustainable development;
  • Working with partners to develop projects and strategies to manage future flood risk and coastal change.


  • Experience/skills required

  • You will be educated to degree level, and it is desirable that you are a Member of a Professional Institution.

You will have experience in:
Leading and managing technical teams including workload/resource management
Managing health, safety, and wellbeing
Building strong internal and external relationships with a range of partners/stakeholders.

Excellent communication and customer engagement skills that enhance our reputation with partner/stakeholder organisations and help to identify collaborative working opportunities.

Whilst not essential it is desirable that you have experience in flood and coastal risk management and working with other Lead Local Flood Authorities and other Risk Management Authorities.
