Due to the retirement of the current post-holder, we are looking for an innovative, highly experienced, and child and family centred paediatric clinical lead to join our dedicated Children Young People and Maternity (CYPM) Team working within the NHS Norfolk and Waveney Integrated Care Board.

You will work across a complex and large geographical area and will need to demonstrate a commitment to collaboration.

Our system partners include children, young people and families, our two local authorities, the voluntary sector, education and health providers and other commissioners across Norfolk and Waveney and the East of England.

Delivery of our plan of work is dependent on excellent partnerships, relationships, stakeholder engagement and coproduction.

Reporting to the Director of Children Young People and Maternity (CYPM), the post holder will lead on the children, young people and maternity commissioning, transformation, safeguarding and quality portfolio, and will ensure delivery of, the NHS Long Term Plan ambitions, Norfolk and Waveney, national and regional plans with respect to your areas of responsibility

The post holder is required to provide, leadership and management to NHS Norfolk and Waveney ICB's CYPM team.

You will have accountability for the development and training of employees, to ensure that teams have the necessary skills, capability and capacity to deliver and to actively promote the values of the service.

You will provide paediatric professional expertise to both clinical and non-clinical system colleagues


You will be responsible for identifying opportunities to further develop care models, processes and relationships with system partners to support the delivery of a high-quality service.


The CYPM team are enthusiastic, experienced and outcome-focussed clinical and non-clinical individuals from a range of professional backgrounds, working alongside system partners, including children, young people and families.

Our work is delivered through strong relationships with our partners and as such you will need to be an effective and tenacious communicator, able to put children and young people at the centre of planning and to bring people together to facilitate a solution focussed approach.


Within the ICB you will work in close partnership with commissioning leads for cancer, mental health, learning disabilities, continuing health care, acute and out of hospital care, primary and social care and with quality contracting and commissioning teams across Norfolk and Waveney health and care system.

Services commissioned will deliver local and national commissioning objectives and will be high quality, evidence based, cost effective and safe in order to improve patient experience and health outcomes for Norfolk and Waveney residents.


The post holder will deputise for the Director of CYPM to fulfil the statutory duties and functions associated with safeguarding children, the Mental Health Act and the Children's Act including ensuring compliance with the special educational needs and disability (SEND) code of practice.


You will provide leadership and clinical expertise to the CYPM commissioning teams, the Designated Safeguarding Children Team, Transforming Care and Care Navigator Teams (including leading on Care Education and Treatment Reviews), the Designated Clinical Officers for SEND, the Children's Continuing Care Team and the Local Maternity and Neonatal System Programme Team.


You will be required to work at both strategic and operational levels and will require a dynamic skill-set, with the ability to engage key system stakeholders in commissioning, safeguarding and quality processes.

This will require you to demonstrate credible paediatric clinical knowledge and experience of leadership and management gained through previous roles.


Your role will be to act as a clinical expert and champion for quality improvement for your areas of responsibility across the ICS, using knowledge skills and experience gained through working within a children and young people's health environment.

You will work alongside and support provider organisations with complex cases requiring a system response, so that we are able to deliver a coordinated and timely approach to meet the health and care needs of CYP.

Our focus is on bringing together system partners to make best use of our collective resource to support babies, children, young people and their families in their communities whenever possible.
