    Cost Manager Job Specification (Development & Construction Team)

    Job Purpose

    Provide assistance and support to the Senior Cost Manager in managing all building and services engineering costs on a wide variety of Business As Usual (BAU) and major capital expenditure projects. Enhance value for money while maintaining required installation standards and quality. Manage communication with project stakeholders, customers, suppliers, and contractors. Maintain teamwork and ensure compliance with company policies and procedures.

    Key Tasks

    A. Strategic

    • Annual Budget: Assist in preparing annual budgets for BAU and major capital expenditure projects.

    B. Project

    • Project Budget: Develop detailed project budgets for Building and MEP installations.
    • Gap Analysis: Review developing scope of works, design, and tender information, advising the Senior Cost Manager of any gaps or anomalies.
    • Value Analysis: Review and challenge scope of works, design, and tender information to enhance Value for Money.
    • Cost Planning: Develop detailed Cost Plans with cash-flow forecasts in conjunction with the Senior Cost Manager.
    • Change Control: Advise on deviations from the Cost Plan and assist in preparing Change Control documentation.
    • Cost Monitoring: Monitor project expenditure against the Cost Plan and report any issues.
    • Procurement: Liaise with Procurement for tendering processes and assist in contractor and supplier selection.
    • Risk Management: Provide cost advice related to risk management.
    • Health & Safety: Recognize and report project and campus Health & Safety risks.
    • Contract Administration: Assess financial impacts of Contract Instructions and assist in Section/Practical Completion negotiations.
    • Claims, Payless, EOT: Assist in evaluating contractor claims, Payless Notices, and Extensions of Time.
    • Insurance/Capital Allowances: Support activities related to insurance, claims, and Capital Allowances.

    C. Administration

    • Communication & Reporting: Attend Team and Project meetings, escalate issues as necessary.
    • Accounts: Raise Purchase Request Forms (PRF's) and monitor approvals for Purchase Orders (PO), liaising with Procurement and Accounting teams.
    • Document Management: Utilize the document management system relating to Projects.

    D. General

    • Undertake additional activities as required.

    SQ-MS Tasks

    • Support ISQ-MS Policies, Objectives, and Key Performance Indicators (KPIs).
    • Ensure compliance with ISO 9001 Quality and ISO 27001 Information Security requirements.
    • Conduct work activities with awareness to Health & Safety.
    • Follow assigned Operations processes and report incidents/non-conformances.
    • Support continual improvement actions and effective internal auditing.

    Personal Profile

    Qualifications and Experience:

    Essential:

    • 5 Years Cost Management Experience.
    • Competence demonstrated by work experience and/or qualifications.
    • Teamwork experience.
    • Excellent communication and proactive approach.
    • Commercial Awareness and Diligence.

    Desirable:

    • Degree or equivalent qualification.
    • Membership of Professional Institute.
    • Clean driver's license.
    • Knowledge of Coupa and ASite.

    Salary Range: £80k - £90k (Flexible)

    · Travel allowance capped at £3368 per annum, Annual Bonus 2x Monthly Salary

    · Employer pension 9% in the 1st year , and 10% 2nd year onwards. Employee contribution is optional.
