    Job summary

    The post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across the South West region to ensure the delivery of high quality, safe services in line with national and sub national policy objectives.

    The post holder will directly support the Head of Finance in ensuring that there are sound financial systems in place across direct commissioning to evaluate and monitor services.

    The role supports the business in driving transformation as well as value for money in planning, commissioning and service. The role is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery.

    The post is responsible for providing professional expertise to the outcome of the business processes for the Department or Directorate.

    The Finance Directorate is a high performing team, flexible in approach and adaptable to change and a key function of the Regional structure. It oversees the financial performance of the region by:

    Ensuring risk is managed and balanced across organisations, systems and the region

    Managing and actively promoting system working to ensure best value for money

    Ensuring systems and processes are in place to enable sound financial control

    Providing necessary advice, support, challenge to organisations and the systems

    Work with systems and organisations to develop sustainable financial strategies

    Main duties of the job

    Operational

  • As a senior lead working internally and externally to deliver projects, initiatives and services to time and in a cost effective way.
  • To support the identification and sharing of best practice in finance to support service improvement.
  • To operate in a highly political and sensitive environment.
  • Support the portfolio of programmes/projects in demonstrating value for money tracking, managing and delivering agreed benefits.
  • In depth analysis, interpretation and production of complex and multiple reports.
  • Financial and Physical Resources

  • Responsible for budgets/matching the available budget to the appropriate staff resources and projects and for ensuring that the budget breaks even,co-ordinating and monitoring expenditure.
  • Supporting the commissioning of projects and procurement of services to support project delivery, acting in accordance with Standing Orders and Standing Financial Instruction.
  • Provide financial reports to Directors and the Board as required.

  • Responsible for the day-to-day range of staff management matters.

    Job description

    Job responsibilities

    Working to the Head of Finance (Specialised Commissioning) and working closely with the commissioning function providing financial advice on all aspects of their responsibilities around direct commissioning of Specialised services.

    This will include:

  • Financial planning, advice and reporting on direct commissioning budgets
  • Leading on variable elements of NHS acute provider contracts and supporting the delegation of Specialised Services to ICBs.
  • Contract negotiation with providers, ensuring that the negotiating strategy is aligned with ICB approach to non-specialised services where appropriate.
  • In-year contract management.
  • Support the development, implementation and reporting of Improving Value schemes and programmes using benchmarking information and agreeing how these will be delivered.
  • Costing proposed service changes
  • Ensure any reporting requirements on direct commissioning are provided on a timely basis and to an appropriate standard.
  • Completion of national returns as required.
  • Improving quality and outcomes

  • To assist the Head of Finance in the provision of financial advice to clinicians and managers in the region to support the delivery of national and local priorities and outcomes both in the short and long term.
  • To work collaboratively across NHS England matrix, including integrating the National Directors portfolio with the Domain Leads.

    Secondments

    Applicants from within the NHS will be offered on a secondment basis only,agreement should be obtained from their employer prior to submitting the application.

    Salary Progression Applicants will commence at the bottom of Band 8b with a full-time starting salary of £58,972, with a pay step increase after 5 years service. These salaries are offered in accordance with NHS Terms and Conditions and the NHSE Pay Progression Policy and are subject to annual cost of living review. Person Specification

    Essential

  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area
  • CCAB qualified accountant
  • Knowledge and Experience

    Essential

  • Extensive knowledge of specialist areas acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent.
  • Evidence of post qualifying and continuing professional development.
  • Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
  • Have an appreciation of the relationship between the Department of Health and individual provider and commissioning organisations.
  • Experience of budgetary responsible, including budget setting with evidence of working knowledge of financial processes
  • Experience of building effective cross functional working relationships to drive organisational agenda
  • Member of relevant professional body.
