The Clinical Governance team, Assurance, Change and Transformation is part of the Health Protection Operations Directorate and supports the following Directorates and teams - Regions, National Operations, Global, Borders, and EPRR.


The post holder will be one of three Clinical Assurance and Improvement Managers, who whilst responsible for leading a specific area of work, may work interchangeably across workstream areas.

Workstream responsibilities include leading a defined set of interdependent clinical governance programmes focussed on Clinical Quality, Clinical Safety and Performance, overseeing appropriate assurance processes, monitoring progress, monitoring risks and issues, and ensuring the embedding of business-as-usual Clinical Governance processes.

The roles require professional experience in the effective use of clinical governance and performance frameworks, and you will be responsible for the overall integrity and assurance of your workstream.


The postholder will develop and maintain strategic partnerships and relationships, and influence others where there may be divergent and conflicting views.

This role requires leadership, management, representational and influencing skills both within the organisation and with external stakeholders.

Main Duties of the Job


  • Support clear clinical governance frameworks and implement comprehensive information systems to ensure effective oversight of quality assurance and quality improvement against strategic objectives for Health Protection Operations demonstrating compliance with agreed standards, policies, and procedures
  • Support clear clinical governance frameworks and implement comprehensive information systems to ensure effective oversight of clinical safety, clinical risk, and improvement against strategic objectives for Health Protection Operations demonstrating compliance with agreed standards, policies, and procedures.
  • Support effective clinical governance and decision making relating to quality improvement, user experience, clinical audit, and knowledge management. Provide reporting and engage in mechanisms that hold the Directorates and teams to account for delivery
  • Co-ordinate reporting from projects and other activities and provide analysis of performance for review by the Clinical Governance team, Assurance, Change and Transformation senior leadership, and Corporate Clinical Governance
  • Support the implementation and delivery of the Quality Improvement Framework, ensuring feedback and lessons learnt from quality audits, quality visits, staff feedback, complaints, incidents, user experience and compliments is used to make recommendations for improvement, and provide assurance that actions are implemented in a timely manner
  • Establish and manage the Health Protection Operations clinical risk register and support Directorates and teams with local risk register maintenance and risk escalation
  • Act as a critical friend, provide challenge and evidence-based knowledge, to support quality and drive improvements in clinical quality and performance improvement, and highlight potential concerns and share best practice
  • Support Directorates and teams with complaints management ensuring Duty of Candour processes are implemented in agreed time frames
  • Provide assurance through audits and reviews that performance reports accurately reflect practice, and advise on changes to performance reports and/or practice to continuously improve quality
  • Passionately promote and lead on the importance of Clinical Quality, Clinical Safety and Performance within Health Protection Operations and across the organisation
