  • The standard band B salary is £31,884 £36,024 (National) £35,038 £39,587 (London). For finance professionals at Band B who are fully qualified Chartered Accountants with membership of a professional body and who are currently working in a Finance role, the salary range will be £36,377 £38,953 (National) £38,965 £44,558 (London). This role also comes with a Finance Allowance of up to £5,000 dependant on qualifications held.

Job summary:


The Cyber Security and Digital Identity (CSDI) team is looking to appoint a Finance Officer to join the CSDI Programme Management Office.

You will work alongside our CSDI policy and programme teams, building and driving delivery that will play a pivotal role in meeting the outcomes of the new National Cyber Strategy, which was launched in December 2021.

The Finance Officer role is about collaboration, relationship and information management as it is about financial technical skills.

This role will effectively support the Programme to produce robust monthly forecasts as part of the monthly forecasting process; and help develop the financials for future iterations of the business case.


The Finance Officer role adds value by accessing expertise and trusted data quickly and readily, and placing it in the context of the Programme's plans.

By combining professional technical knowledge with an understanding of the Programme's strategic goals, future plans and immediate performance and financial issues and risks, the job holder would greatly enhance the quality of decision making.


Job description:

As a Finance Officer, some of your responsibilities will include;

  • Build strong relationships with the Programme and Policy teams to maintain a deep understanding of the Programme, drivers of spend, the plans, priorities and funding requirements;
  • Work actively and flexibly with your team to help ensure an effective financial control regime and assuring the production of monthly forecast reports and ad hoc reports which accurately reflect the Programme's financial performance;
  • Provide timely, accurate advice, guidance and insightful reporting, utilising management information, highlighting risks and opportunities across the programme and policy teams, offering up challenges where appropriate to improve forecast accuracy and inform decision making;
  • Help to protect the Programme by making sure decisions are within delegated authorities;
  • Manage finance admin and processing tasks such as requisitioning, journaling, and respond to adhoc DCMS Finance, Cabinet Office and OGD commissions;
  • You may be required to carry out additional duties including deputising for the Band A Finance Lead, according to business need.

Person specification:


Essential requirements:


  • Highly numerate with a record of success within a financial management role (ideally in Projects and Programme environments);
  • Excellent stakeholder management skills, with the ability to form, build and sustain strong relationships;
  • Good written, verbal and visual communication skills with the ability to relay financial information effectively to nonfinancial colleagues;
  • High level attention to detail and accuracy
  • Be well organised, flexible in approach and resilient under pressure, with the ability to manage and prioritise your workload to meet changing demands and targets;
  • Advanced Excel / Google sheets experience to organise large amounts of data which can then be interrogated using pivot tables or VLookups and then presented into graphs or tables

Desirable Skills:

  • Accountancy qualification (CCAB or equivalent).
  • Knowledge and experience of Financial Reporting Manual (FReM), Managing Public Money and the Consolidated Budgeting Guidance.
  • Prior experience of working in a programme/project environment ideally within government.
