Job description:


The Strategy Unit


This is an exciting opportunity to join the Strategy Unit, a small, collaborative, and high performing team which sits at the centre of the Department of Environment, Food and Rural Affairs.

It is our role to develop the department's strategy and make sure we are providing the best possible advice to ministers on a range of important policy and delivery issues.

We help the Department make better and more coordinated decisions, plan for the long-term, and achieve its aims across Whitehall.

You will join us at a time when we are finalising the full range of services the team will provide, expected to include:

  • Successful articulation and ownership of a single departmental strategy, and putting in place mechanisms to ensure delivery against it
  • Oversight and delivery of key strategic projects across the Department identifying the issues, finding solutions, securing agreement, delivering those on the ground and sharing learning more widely
  • Establishing coherence across the department where possible bringing together colleagues to resolve tradeoffs and interdependencies
  • Influencing central government building relationships to represent Defra priorities and influence crossgovernment strategies
  • Horizon scanning developing a model for to support the department in designing/adapting its key delivery activities and in supporting organisational design decisions
  • Developing the strategy profession, and upskilling our strategy cohort, in Defra.

Strategy Lead
We are seeking two Strategy Leads to work within this newly formed unit.


You will lead and deliver a series of high-impact strategy projects that support the Department in achieving its strategic outcomes and improve the effectiveness of Defra's ways of working.


You will be expected to be able to take ownership of individual projects, be able to lead a team and drive forward work independently, working with stakeholders across the Department and beyond to deliver meaningful change.

You should expect to work on 1-2 projects at any time as well as providing coaching and support to other team members.

Essential Criteria


We are looking for a self-motivated, organised and proactive person who is enthusiastic about shaping ways of working alongside senior leadership to deliver impactful change.


The role holder will:

  • Have strong organisational and effective decisionmaking skills;
  • Be able to work flexibly at pace, managing several competing deadlines and rapidly changing priorities at short notice and to very short timescales;
  • Be able to manage upwards and to work with people of all grades, delegating work, and commissioning briefings;
  • Have experience in delivering strategic projects or those that have a lasting impact on organisational behaviour;
  • Be prepared to challenge the status quo and push through new ideas and thinking;
  • Have strong interpersonal and communication skills;
  • Take a strategic approach to decision making and be conscious of the big picture;
  • Display high levels of judgment on a broad range of issues, often
