The ICB Safeguarding and LAC Team provide strategic leadership, advice and support across the HIOW system for safeguarding adults, children and looked after children.

Due to an internal workforce transformation, we are seeking expressions of interest for the above role, required to ensure that the ICB meets its statutory obligations to safeguard vulnerable individuals, children and adults.


Post holders would ideally (but not essential) be expected to have a working knowledge of safeguarding legislation, polices, as well as some operational experience working with safeguarding / looked after children vulnerabilities within practice.


Post holders would work as part of the wider ICB safeguarding team and be able to manage competing priorities, including risk management, challenge and possess evidence of partnership working.

Successful individuals would display professional accountability, and responsibility with a strong ethos for team working.


Work within the ICB team and across the multiagency partnership (statutory and non-statutory agencies) collaboratively supporting national and local priorities within the safeguarding agenda.

Contribute to strategic development of services for adults, children, looked after children and their families/carers.


Promote good professional safeguarding and looked after children practice within the organisation, providing advice and expertise for fellow professionals and deliver training within the ICB and beyond.


Support Designated leads and other team members with their portfolios in areas such as Prevent, Domestic Violence and Modern Slavery.

Work within relevant legal frameworks and statutory guidance.


Undertake risk assessment in a dynamic environment and work to manage risk, escalating concerns as appropriate, ensuring the person is at the centre of all decision making.


Ensure records are maintained and decisions are defensible within the advisory capacity of the role and within any case work.

Represent the ICB on internal and multiagency working groups collaborating to improve practice, policy and guidance.

Work with providers of NHS services to monitor compliance Quality Schedules.

Contribute to reviews and inspections and assist with policy development, learning summaries and other documents to support improved practice.

Contribute to procurement processes ensuring that the relevant safeguarding and looked after children requirements for the service are included.

The post holder will have a level of understanding of Safeguarding children and adults with care and support needs and Looked After Children and Care Leavers.

They will be expected to provide expert and advice to staff and senior management teams across all areas of safeguarding for the health sector, including the ICB, GP practices, Primary Care Networks (PCNs) and acute providers, as well as Local Authority Services, The Constabulary and other health and care partners agencies.


The post holder will be required to work with staff across all settings where staff have contact with children and adults, to promote good knowledge, understanding and practice, effectively enabling safeguarding within local communities.

They will contribute to the development, implementation, audit and evaluation of policies, procedures and pathways, ensuring that they include and reflect national standards and legislation, supporting providers to ensure that practice is in line with local, regional, national and regulatory and statutory requirements.

The post holder will also be responsible for ensuring that health are familiar with learning from safeguarding reviews, seeking assurance that this learning is embedded.

The postholder will be required to effectively communicate with and develop good working relationships with partner agencies and external organisations regarding matters relating to safeguarding, ensuring that practice relating to information sharing and confidentiality are compliant and of a high standard.
