Job Summary:


We are currently looking at the tendering for the future service provider as well as developing automation to the current service to improve efficiencies and time to hire.

This programme has a complex set of dependencies which must be factored into all our planning and governance steps


As programme planner, you will help to identify, understand and explain the activities, links resource needs dependencies, assumptions, financials etc across both the programme teams but also the wider portfolio.

The programme also has a complex reporting undertaken as the programme has interest from ministers, HMTreasury and the highest governance oversight authority of the Civil Service, therefore planning is essential.


We're looking for creative and analytical individuals who are passionate about changing and improving processes, and who like to take initiative, challenge the status quo, and work collaboratively.

They must have good knowledge and experience of planning techniques and processes as well as other activities involved in a PMO team.


What you'll work on:


You will join our PMO team and will assist with the maintenance and control of the programme utilising APM principles as a basis.

The programme is made up of a mis of agile and waterfall workstream.

Your principle role will be working with these workstreams to develop, maintain and report on planning as well as tracking progress.

This is vital as we need to control budget versus spend, resource usage as well as tracking dependencies and assumption.

Outside of this role which is not seen as a full time activity, you will be asked to support other activities such as stakeholder management, lessons learn, change control etc, basically the activities undertaken by a Programme Management Office.

This work will include the occasional secretariat of governance meetings such as Programme Board Meetings.


Our aim is to enhance the current governance and control activities within the programme boundaries to ensure appropriate reporting both internally and up through the external governance routes are maintained.

We will ensure the SRO has confidence in the progress of the programme and its constituent parts and that we are protecting our resource through the appropriate management of controls and audit trails


The department:


Government People Group (GPG)is a recently formed large business unit of the Cabinet Office, which was formed through the joining of Government Business Services and Civil Service HR function into one unit.

We have around 610 staff bringing together back office services across government. It supports the Civil Service with high-volume HR and finance processes, aligning with the Government's modernisation agenda.

It covers Shared Services, Government Recruitment, Civil Service and Royal Mail Pensions, and the Platforms and Services used across government to support these.

GPG delivers services for around 421,000 civil servants across government, it supports 1.5m pension scheme members alongside Royal Mail and provides recruitment services for around 70% of all Civil Service recruitment.

***: You will be primarily focused on the Planning and programme support needs of the Recruitment Transformation and Continuous Improvement Programme, although at times you may assist in other programmes within the GPG portfolio of programmes. You will assist workstreams in developing detailed plans for their work areas and for the development and upkeep of the programme level plan and associated products. This work will add the control and tracking aspects required within a major government programme which cuts across a large number of Government departments.

You will be involved in the development of programme board papers and secretariat of boards which are attended by senior civil servants as well as being involved in the preparation of materials for the highest-level including Infrastructure and Projects Authority (IPA) gateway reviews and reporting processes


The main duties and responsibilities of the Programme Planner and PMO Support would be to:

  • Support capability building and the use of best practice in planning and reporting. Provide expert advice for team members and the Programme community.
  • Challenge and test programme and project assumptions to ensure that plans are realistic and achievable. Develop breakdown structures, quality criteria, product descriptions and monitoring strategy. Support the Programme manager to identify options to optimise delivery through resource smoothing, resource levelling and rescheduling of activities.
