Are you looking for an interesting and varied new role?
This role is an exciting opportunity to be part of a unique area of work, the Strategic Commercial Assets Division (SCAD) covers an exciting and high profile portfolio and has been developed to home Scottish Government's strategic commercial industrial assets.
The division provides a core capability around the management of strategic commercial assets currently including Ferguson Marine, GFG Lochaber and Glasgow Prestwick International Airport.
As well as managing major interventions and assets the division also leads on business briefing to ministers; strategic asset assurance and due diligence and provides an acute operational response to new / emerging interventions.
The division in DG Economy is being developed and enhanced to provide capacity and capability to assure and interrogate advice robustly throughout the lifecycle of any intervention.
The division will provide:
- A consistent and clear rationale for any investment with a defined exit strategy and clearly stated public value outcomes;
- Capacity and capability to deliver an end to end business model including scaleable response processes e.g. at the point of investment/acute operational response phases;
- Excellence in risk management, assurance, transparency, governance achieving confidence of Ministers and the people of Scotland;
- Coherence and consistency in decision making and asset management / corporate governance; and
- Expertise to support programmes and projects across the Scottish Government (Team Scotland model).
The wider division will include, when fully operational:
- Business Resilience Unit (BRU) which delivers high quality briefings to Ministers and senior managers across various portfolios on company issues such as company closure and job losses;
- Operations and Management Division)
- Strategic Assets
- Investment and Assurance Unit providing, business insights, legal and commercial due diligence expertise and policy response and development;
- Ferguson Marine Governance Unit which manages provides the policy response and sponsorship function on Ferguson Marine Port Glasgow;
- Industrial Futures Unit which develops ongoing advice for Ministers on future options for businesses where SG hold interests as a shareholder;
- Central coordination and (Project Management Office), provision of high quality governance and risk and programme management across interventions.
The GFG management team will lead on:
- the management of the existing SG guarantee and negotiations on the agreement with the parent group GFG.
- working with commercial advisors to provide high quality advice to ministers and maximise the return on investment.
- managing the ongoing discussions with Tata in relation to the transaction for LSDL in 2016 and the liabilities position (historic transaction.
The company issues are often high profile and sensitive, attracting significant political and media attention.
You will be a confident communicator, able to develop/maintain good working relationships with a wide range of internal and external stakeholders, respecting sensitivities and confidentialities.
The ability to respond quickly and accurately interpret/understand complex business and commercial information from a diverse range of sources and turn it into succinct advice and to be able to communicate this is very important across all roles.
You will have experience of working in a fast-paced and commercial environment.Responsibilities:
- Provide oversight and leadership to SG's interests in the GFG assets in Scotland
- Lochaber and Liberty Steel Dalzell;
- Seek to obtain best value from SG and Scottish Enterprise investments and support in these operations and ensure there is a prosperous development of the companies and the sectors and stated outcomes achieved;
- Work with inhouse and external specialists including legal and business advisors to secure high quality advice that is good value for money;
- Lead on asset management/sponsorship, engagement and contingency planning with a focus on oversight of, and maintaining regular engagement with the GFG senior management and the local companies;
