Job summary:


The Prime Minister's Office enables the Prime Minister to deliver the Government's overall priorities and to communicate the Government's policies to Parliament, the public and international audiences.

From the Policy Unit and Press Office, Switchboard and Custodians, to the Events & Visits team and the world class Private Office support; the diverse Downing Street team draws on varied expertise from across the Civil Service and beyond.

The teams come together to deliver excellent service to the Prime Minister while also making No10 a great place to work.

The Delivery Unit was established last year to secure the delivery of the Prime Minister's top priorities.

The Delivery Unit focuses on core elements of the PM's mission - levelling up; energy, net zero and the environment; health and social care; education, jobs, and skills; and ensuring safer streets.

It works as an integral part of central government, acting as the guardian of the centre's delivery priorities and the associated tools and techniques for getting things done.

As such, it supports capacity building in government departments, and takes a clear leadership role in how we can collectively achieve successful delivery of the Government's ambitious agenda for the people of this country.


This role is one of two G7 posts leading on the delivery of skills and post-18 education policy, reporting directly to the Deputy Director of the Delivery Unit's Education, Jobs and Skills Team.

Education is one of the Prime Minister's top priorities and you will be responsible for driving forward the delivery of his skills and post-18 education priorities, within the Government's ambitious policy programme.

For example, ensuring we hit the PM's commitment to quadruple the number of skills bootcamps, improve adult numeracy, and deliver our significant reform to student finance in 2025, the Lifelong Loan Entitlement.

This is a rare opportunity to work in 10 Downing Street and would be well suited to a high-performing individual who is proactive and comfortable working directly with senior officials, special advisers and ministers.


Job description:

For your areas of responsibility, you will need to:

  • Continuously monitor delivery performance and identify when No10 support is needed, by maintaining timely reporting from government departments and building relationships with external delivery partners, such as FE colleges;
  • Diagnose the cause of delivery issues and identify feasible solutions, through rigorous problem structuring and quantitative/qualitative evidence gathering, conducting rapid reviews or deep dives where necessary;
  • Ensure measurable delivery targets are set for new PM priorities and that departments have feasible delivery plans in place;
  • Update the Prime Minister and the senior team in No10, including the Head of the Delivery Unit, on delivery progress and your recommended actions to improve it.


You may also need to coordinate work across the Education, Jobs and Skills Team, such as leading preparations for the Prime Minister to chair delivery 'stocktakes' with Secretaries of State, or drafting briefing materials for the PM.


All responsibilities will require close working with government departments, especially the Department for Education, HM Treasury, and the Cabinet Office, and you will need to be comfortable leading discussions with senior officials.

You will also need to build strong relationships across No10, including the PM's Policy Unit, Private Office and Data Science teams.


Person specification:


You will have:

  • Excellent problem structuring and analytical skills which, ideally, you have used to solve government delivery problems.
  • Ability to structure and lead complex projects and take responsibility to proactively drive progress. Ideally doing so when faced with complexity, such as resistance from multiple stakeholders or political uncertainty.
  • Ability to build strong relationships and use them to achieve your objectives, and the confidence to do so with senior stakeholders.
  • Ability to communicate complex information to senior audiences, including drafting high quality written products at pace.

Desirable Skills & Experience

  • Experience working on skills/post18 education policy, or a related area, is desirable, but not essential.
