£19.50 to £22.50 PAYE per hour

£22.50 to £23.50 PAYE inclusive of your holiday pay per hour

£23.50 to £24.50 Umbrella company per hour


Working Days and Hours:
Monday to Friday 9am to 5pm, 37.5 hours a week


Working from home:
Please note this is up to 37.5 hours a week with the option to work from home.

Please note there will also be the expectation for them to attend our client's sites both York and Scarborough locations.

You could be askedto attend some of the smaller sites too.


Job Summary


Responsible for the management and delivery of a timely, comprehensive, proactive and professional operational Human Resources (HR) service to a Care Group and/or Corporate Services or York Teaching Hospital Facilities Management (YTHFM); based on good HRpractice and in line with employment legislation.


Duties

  • Work with the designated services on their workforce priorities particularly in relation to issues such as staff wellbeing (inc sickness absence), recruitment and retention, Staff Survey results, talent management (inc appraisals) and statutory & mandatorytraining.
  • Within a legislative and consistent framework develop pragmatic, creative, and flexible HR solutions to Care Group/Directorate and Trust/YTHFM issues that meet business needs.
  • Ensure diversity and inclusion are at the forefront of all people management strategies and integrated into all recruitment, ER, sickness management, leadership development and management training. This includes supporting and promoting the work of employeenetworks.
  • To support the positive employee relations climate through the implementation of a Just and Learning Culture, promotion of effective partnership working with staff side colleagues and union representatives; ensuring effective mechanisms for staff representation,communication and consultation, developing an environment of trust, cooperation and involvement; with the aim of resolving issues at the earliest opportunity.
  • To have an overview of all ER cases being managed by the HR team for the Care Group/Directorate/YTHFM and ensure that cases are managed in a fair and timely manner, troubleshooting problems where necessary, and escalating to the Workforce Lead and/or Headof Employee Relations & Engagement where appropriate.
  • To reflect and identify learning from ER cases and proactively seek solutions and work with managers to improve future working practices within designated services to encourage a learning environment and minimise repeated themes emerging.
  • To lead the provision of timely and effective advice, information and guidance when dealing with highly complex employee relations cases including sickness, disciplinary, performance, bullying & harassment and grievance cases; ensuring an individual personcentredapproach is adopted and business risk is minimised in all cases. This includes Maintaining High Professional Standards (MHPS) cases with medical and dental staff, supported by the Workforce Lead. This may include the facilitation of temporary and/or permanentredeployment of staff.
  • Ensure the effective organisation of flexible working appeals, in line with timescales and also ensuring that the panel is appropriately constituted.
  • Support the process of formal consultation and negotiation with Trade Union representatives via the Joint Negotiating & Consultative Committee and Local Negotiating Committee on organisational change and other employment matters, both individual and collective.
  • To take a lead role in the HR management of organisational change and transformational programmes, including advising managers on the implications; and planning and delivering engagement, communication and staff consultation processes and take a lead forTUPE transfers.
  • Deputise for the Workforce Lead at senior care group meetings, and act as lead for specific workforce responsibilities including elements of the Workforce & OD strategy.

Qualifications, Skills and Experience

  • Educated to degree level and professional HR qualification (or studying towards) plus additional training or equivalent experience
Chartered CIPD Membership (or studying towards)

  • Demonstrable experience as a HR specialist in a complex multi professional organisation
  • Significant experience of effectively dealing with complex employee relations issues including dismissals, organisational change and TUPE
  • Experience of trade union partnership working (up to regional level) in a complex organisation (public sector desirable)
  • Knowledge of current employment law and HR good practice, and ability to translate into practice
  • Understanding and experience using workforce metrics to direct workforce plans and priorities
  • Experience of taking a lead on projects, writing reports and implementing recommendations from these
  • Knowledge of job evaluation processes
  • Ability to demonstrate an understanding of engagement in relation to change management.
  • An understanding of the current national and local workforce priorities facing the NHS
  • Effective communicator both verbally and in writing, across all levels within the organisation
  • Ability to adapt communication and methods of delivery of message to suit audience
  • Ability to deal with very difficult and highly confrontational situations through the use of influencing and negotiation skills
  • Ability to analyse and interpret highly complex information and data
  • Ability to assess risks appropriately and develop pragmatic solutions to mitigate the risk
