The Role - Senior Housing Officer


You will be based from our office in the Morley area but travel across Kirklees will be part of the job so a full UK driving licence and access to your own vehicle would be an essential requirement.


Duties/Key Responsibilities

  • To be responsible for the generic housing management of 466 local authority homes including 140 homes across 3 extra care facilities.
  • Deliver a high customer satisfaction and conduct all customer satisfaction performance tests in accordance with the contract.
  • Ensure that equality is a key consideration and that the concepts of quality and equality are fully integrated into practices and procedures relating to service delivery.
  • Deputise for the Regional Compliance Manager on Kirklees Housing
  • Oversee Communilty Engagement Events
  • Achieve contract year end arrears performance target
  • 100% compliance with preaction protocol in all cases escalated to court or eviction.
  • Provide help and support to customers including advice on rent payments where appropriate.
  • 100% of contacts recorded accurately on Universal Housing/Contact manager.
  • Ensure 100% of cases in receipt of Universal Credit, exceeding 2 months' rent arrears are in the managed landlord payment process.
  • Provide help and support to customers including advice on rent payments where appropriate.
  • Ensure customers meet and maintain all the obligations outlined in their tenancy agreement.
  • Develop close working partnerships with several different organizations', such as the Police, Social Services, and other departments within Kirklees Council.
  • Effectively deal with a range of housing management issues including but not limited to; rental income and debt management, anti social behavior, breaches of tenancy, succession, and assignment, all in accordance with relevant legislation and contract policy and procedures.
  • Develop approaches, systems and practices which ensure the service meets the specification. Act and develop initiatives to solve problems and beat the specification at every opportunity
  • Manage several staff including Housing Officers
  • Oversee high level ASB cases working closely with Safer Kirklees
  • Oversee the delivery of repairs and maintenance.
  • Provide advice to customers around their benefit claims, including supporting customers with Universal Credit claims.
  • Deliver a first point of contact income collection service via a riskbased matrix approach.
  • Effectively manage all Universal Credit accounts to ensure switch backs are secured (via TP) from day 1 of the APA (Alternative Payment Arrangement) trigger and robustly monitored to minimise rent loss.
  • Work with other internal/external customers/agencies to maximise income for Kirklees tenants.
  • Prepare case files and attend Court to progress possession claims/hearings
  • Prepare case files and attend Court to obtain injunctions for NO Access Gas Checks.
  • Ensure that the services provided are continually reviewed and refined to exceed customer expectations.
  • To be an integral part of the management team of the contract including deputising in the absence of colleagues and carrying out any other reasonable adhoc duties as required.
  • Form part of oncall Rota with availability 24/7 to attend site as necessary

Skills

  • Housing/Housing management experience.
  • Experience of reducing rent arrears.
  • Experience of social housing including extra care.
  • Good understanding of the benefits system including Housing Benefit, Universal Credit etc.
  • Full UK Driving Licence with access to your own vehicle is essential.
  • Good standard of written English.
  • Housing qualification would be desireable.
