The
Head of Procurement will be expected to take a lead in the creation and transformation of the procurement internal function, as well as driving forward the development of a shared service.


Job Purpose


To lead the strategic development of a new procurement function, initially within Wandle Housing Association, and then as a shared service to several London Housing Associations.


To develop and manage the Procurement team and shared service, overseeing diagnostic reviews of procurement within member Housing Associations, informing, and implementing the agreed procurement related plans and aspirations of the member organisations.

To oversee the relationship with each of the subscribing Housing Associations including the contractual, budgetary and insurance arrangements.


To understand the business, promote and drive commercial excellence towards and beyond best practice, whilst leading a team of procurement professionals to ensure compliance, value for money and continuous improvement is developed and embedded.


To embed and ensure continuous development of the shared service through best practice procurement, innovation, and engagement across the membership and through networking regionally and nationally.

To effectively manage and co-ordinate the procurement activities of the shared service.

To provide strategic procurement advice and support to the member organisations as required.


A day in the life:


You will:

  • Deliver a transformed procurement function
  • Define, facilitate, and assist in the development of the strategic approach to service delivery to all member organisations
  • Create, facilitate, and assist in the development and implementation of a customer orientated philosophy towards the provision of the procurement services
  • Promote compliant practice through encouragement, understanding and training to foster compliance with internal policies, statutes, and regulations
  • Engage with the senior officers, managers, and Executive Teams of participating members to achieve savings and other performance targets from procurement activities
  • Participate in the production of regular detailed management information relating to personnel management and other performance related information
  • Ensure efficient and effective implementation of relevant legislation and development and implementation of the procurement policies of each member
  • Support the implementation of the Procurement Act
  • Have responsibility for the procurement and letting of all contracts on behalf of the members
  • Formulate a suite of procurement support documentation and advise on procurement best practice, including the review of internal Procurement Procedure Rules
  • Develop and implement a Procurement Strategy, in line with the National Procurement Strategy
  • Develop and manage partnership arrangements and communication strategies with members procuring services from the shared service
  • Ensure the production and presentation of management reports and guidance papers on procurement issues as are required
  • Work closely with members to develop Risk Mitigation strategies.
  • Monitor officers' adherence to the guidance documents provided, reporting to individual members as appropriate
  • Ensure the collection, collation, and dissemination of information regarding Procurement best practice
  • Work with senior managers across the shared service to establish and rollout a robust approach to proactive contract management, which seeks to drive performance, increase value, and minimise risk
  • Represent the shared service and its members at regional and, where appropriate, national advisory and working groups
  • Lead on a collaborative approach to procurement within the public sector, with input into the operational processes of the members
  • Develop and deliver procurement training in each member Housing Association
  • Lead and enable a team of high performing procurement professionals, identifying development opportunities that support continuous improvement, within the context of a shared service
  • The above list of responsibilities is not exhaustive. The responsibilities and duties will vary from time to time without changing the character of the post. The post holder will be expected to adopt a flexible approach to deliver the programmes of each member.

What you'll need:


Essential Skills and Experience:

  • Three years proven experience in public sector as a Head of Service
  • Evidence of developing and implementing strategy, policies, and procedures
  • Track record of providing expert, trusted advise to senior managers and Boards (governing bodies)
  • Experience with successfully managing teams
  • Extensive Budget management
  • Ability to communicate and positively engage with a wide range of stakeholders
  • Experience using and implementing eTendering systems (such as Delta and ProContract)
  • Strong interpersonal skills, outward facing and with the ability to work on own initiative with considerable selfmotivation
