What you will be responsible for

  • As a Principal City Planner in our matrix team you will develop and advise on policies and strategies in one or more areas to help deliver the Mayor's Transport Strategy (MTS).
  • Air quality tackling London's toxic air through the expansion of the Mayor's flagship ULEZ and other policy levers
  • Carbon developing the strategy to achieve net zero carbon for road transport by 2030
  • Climate change adaptation, green infrastructure and biodiversity helping London's transport to adapt to the impacts of climate change and to maximise the benefits from its green infrastructure.
  • Electric vehicles planning the delivery of London's Electric Vehicle Infrastructure Strategy
  • Freight making freight safer, cleaner and more efficient for London
  • Healthy streets leading the longterm strategy for London's streets, working to make walking, cycling and buses more appealing and more inclusive in London, including working with London boroughs to plan major future investment
  • Roads developing roads policy and reviewing our existing road user charging schemes
  • You will develop evidencebased policies and plans, and develop and manage a diverse range of projects to support TfL's priorities. As part of this, you will work on option generation, data analysis, commissioning research, conducting best practice reviews, and understanding operational and stakeholder needs. This will require you to build and manage relationships with internal and external stakeholders, representing TfL on important working groups, at meetings, seminars, events and conferences. You will provide expert advice on your specific area of focus, and lead on drafting briefings, reports and presentations to influence and support decisions around the development and promotion of policies, plans and projects.
  • In our team you will work flexibly in a matrix environment, with responsibilities including resource planning, management of virtual crossfunctional teams, and providing guidance to less experienced colleagues. You may also have the opportunity to line manage one or more junior colleagues and to develop your people leader skills.
  • You will work closely with teams at City Hall, London Councils, boroughs and other key stakeholders to ensure transport priorities are fully understood and reflected in their strategies and plans. You will also work closely with stakeholders to develop and promote best practice and innovative solutions to address the challenges facing London.

Skills

  • Developing and/or assessing transport strategies, policies and procedures (essential)
  • Initiation and feasibility of transport policies in line with the Mayor's Transport Strategy & other requirements (essential)
  • Developing plans to ensure work involving competing priorities and a range of teams is completed on time and to a high standard (essential)
  • Excellent standard of verbal, visual and written communication, including producing high quality reports and presentations (essential)

Knowledge

  • Relevant qualification at degree level or higher and/or professional membership / qualification of a recognised professional Institution (e.g. ICE; CIHT; CILT; RTPI) or equivalent experience (essential)
  • Detailed understanding of cities from the perspective of transport systems, health and environment, particularly London and its governance (essential)
  • Detailed understanding of transport planning and the wider context to the development of projects and proposals (essential)
  • Detailed understanding of project management processes, including their strategic transport context (desirable)
  • Comprehensive understanding of TfL's financial, legal, political and regulatory environment (desirable)
