Permanent Contract | 37 hours per week | £60,188 to £67,160 per annum (Grade N) | Norwich


We're looking for a Discovery Lead to join Norfolk County Council to lead work on our most complex, long standing and systemic challenges.

It's a high-profile role, where you will take responsibility for developing solution options for complex challenges that we face as a council.

Ensuring that we deliver benefits for the council and those who use our services, and Norfolk residents.

There is a growing demand across the Council for specialist skills that can support innovation, business change and improvement.

This key role sits within the council's Strategy, Design and Delivery Directorate, which is responsible for our strategy, performance reporting and working collaboratively with colleagues to support the design and delivery of people-centred public services.

It's a team that has a broad remit and involvement across the organisation, and one that have a big impact on ensuring positive outcomes for the people of Norfolk.

You will be a strong advocate of collaborative working and evidence-based decision making. You'll be a key member of the leadership team within the Strategy, Design and Delivery Directorate.


To be considered for this role you'll need significant experience in a transformation role, and you'll have worked in a large, complex environment, ideally in the public sector, however it could be in consultancy.

You'll have proven experience working on complex challenges, bringing together insights from established good practice and emergent thinking, organisational data (performance, workforce, financial), user experience and developing options on the way forward.


We're looking for someone who can think strategically and deliver consistently, someone who can setting up a team with the right combination of skills to form a common understanding of the challenge and build an evidence base for how and where we should act.

And bring fresh thinking and influence decisions leading the team, in a hands-on practical way to find new solutions.

You'll need first class communication and relationship building skills, a positive and proactive approach, and a real desire to drive collaborative and evidence-based change.
