Job Purpose
To lead the Financial Services Section in all aspects of its requirements.


To manage the day to day operation of the team ensuring accurate and timely professional financial support at all levels, including budget monitoring and budget strategy.


To work with the Director - Finance and Procurement and other colleagues within Financial Services to ensure the Section achieves excellence in its services to its customers, both internal and external.


Main Activities (Corporate)
Be committed to the Council's Vision and carry out work within the spirit and intention of its core values.

To lead in the production of the Accounting Section service and business plans and monitoring during the year.

To lead in delivering and reviewing service standards, quality and performance targets in accordance with the Sections Service Plan.


To lead in the financial management of the Financial Planning Section and all other sections of Finance and Procurement in the absence of the Director.

To act as a contact for Elected Members and a support officer for Committee.


To manage, develop, monitor and appraise those officers for whom you have direct responsibility and to ensure that all employees within the Section are treated likewise.


To assist in fostering a creative and open environment within the Accounting Section where employees feel supported, involved and consulted.

To assist on specific corporate projects which will change over time.

To network and develop partnerships with officers, Members, trade unions and outside bodies as appropriate.


To represent the Finance and Procurement Section at meetings and in other fora, creating and maintaining links with relevant outside organisations and presenting a positive external image of the Council.

To make use of the technology available to improve communications within the Section and the Council as a whole.


To carry out all the work within the spirit and intention of relevant legislation and Council Policies and procedures, eg.

Equal Opportunities, Health and Safety, Customer Care etc.

To work in accordance with the Health and Safety at Work etc. Act 1974.

To undertake personal development commensurate with the duties and responsibilities of the job.


Main Activities (Service Related)
To ensure that the financial activities of the Council are co-ordinated and controlled within agreed timetables.


To provide assistance and guidance to Service Units on financial and technical matters and working in partnership with colleges to support effective and efficient delivery of services and identify service improvements.

To lead in the determination of appropriate financial controls and procedures and ensure that these are adhered to.


To advise on the appropriate levels of resources for the financing of capital and revenue expenditure and to ensure that available resources are maximised.

To lead on the co-ordination of all revenue and capital budgets with regard to the General Fund and Housing Revenue Account and prepare Committee reports


To lead in the evaluation, development and maintenance of appropriate accounting systems to provide corporate and management information to meet the needs of Service Units in accordance with statutory and professional standards.

To manage risks and insurances to ensure the Council's assets are adequately protected.


To take a key role in the development and review of financial plans and strategies across the Council liaising with Directors and Members as required and supporting decision making.


To lead in the closure and production of the Council's annual accounts and their submission for audit to the Council's external auditor.

To provide financial support to the Pride in Camp Hill regeneration project, including budget monitoring and cash flow forecasting.

To be responsible for Treasury Management practices, policies and strategy including reporting to relevant Committees


Criteria
Successful management of budget preparation and closure of final accounts within tight deadlines.

Significant, recent and relevant experience of production of the Statement of Accounts and liaison with external auditors.

Proven management experience, incorporating successful management of people and resources in a climate of continual legislative and organisational change.

Successful track record of working as part of a team to achieve corporate goals and priorities.

Experience of developing Treasury Management policies and strategies.

Experience in using and developing financial and IT systems.

Qualified CCAB (or equivalent) or willing to work towards

Evidence of continuing professional development (both technical and managerial).

Significant knowledge of business planning, option and investment appraisal techniques.

Directs resources and resolves complex issues to ensure that timescales and budgets are met.

Excellent IT skills fully conversant with the Microsoft packages and financial systems. Ensures se
