1x Part time 3 days per week fixed term/secondment for two years
We are looking for 3 enthusiastic and skilled individuals to join the Quality Contracts and Brokerage team as Contracts Officers.
The Contracts team oversees quality and compliance across a wide range of service areas including Older Adults (residential / nursing and domiciliary care), Mental Health Services, Learning Disabilities and Supported Accommodation as well as preventative services and day services.
Many of our services are designed to help people retain or regain skills and confidence, so that further needs can be prevented wherever possible.
The post will involve working with a wide range of commissioned providers and will also involve working collaboratively with a wide range of stakeholders from the Council, health services, third sector providers and people who use services.
You will also support the design and delivery of services by working collaboratively with people who use services, ensuring that required standards are met and that services are delivering the best possible outcomes for people accessing them.
We are a dynamic team and opportunities will exist to be involved in projects to shape the work of the team and develop your skills around commissioned services.
We have to adapt very quickly to challenges, while looking at innovative ways to deliver our business as usual offer (which is varied and wide ranging), working remotely as well as within our community.
Since its inception less than 5 years ago, more than ten contract officers have gone on to more senior roles within the organisation and in other boroughs.
You may have previous experience of service delivery in health, housing support, social care, substance misuse or community services and / or experience of the contract management process either from a commissioning or provider background.
You will be comfortable working across a range of portfolios and managing work both to deadlines and to a high level of consistency and detail.
You will place the needs and aspirations of the people of Islington at the centre of everything you do, ensuring that services are accessible, of the highest quality and represent value for money.

Procurement
- To participate in implementing options for procurement and in the procurement process itself, working collaboratively with Procurement officers on specific tasks as required.
- To undertake contract negotiations regarding contract term, uplifts, fees and re-designation. Draft and issue contract variations, extensions and closure documents.
- Plan an annual programme of reviews to include all contracts. Attend contract reviews with individual providers/provider and other forums keeping accurate notes as required. Complete an annual report for all contracts including strengths, weaknesses, opportunities and risks, evaluation of continuous improvements, target setting, and future recommendations.
Monitor the performance of contractors to ensure they meet the standards required by contract and the policies of Islington Council using:3.
performance data provided by contractors4. information gathered during contract monitoring visits and contract review meetings
5. information from complaints, service alerts and safeguarding incidents
6. the views, experiences and outcomes of service users and carers.
