Job Purpose Working to CityCare's adopted HR Business Partner model, to: Actively support the members of the clinical service leadership team of a designated Care Group in all matters of local workforce strategy, organisation design, staff development and people performance improvement.

Lead a small team of HR staff.

As required, support the Deputy Director of People and peer colleagues in delivering assigned elements of the CityCare wide people plan.

Work resiliently in helping achieve a culture of demonstrable continuous improvement in the quality of the services provided by the People Services Directorate.


Dimensions The HR Business Partner will be expected to work effectively with senior service leaders, ensuring that workforce management good practice is embedded in all aspects of day to day management practice and behaviours.

The development of local workforce plans and monitoring their implementation will be a key responsibility.

Extensive and comprehensive HR knowledge of employment law and practical operational HR expertise, with an evidenced track record of achievement and positive personal impact in a complex public sector organisation.

The postholder must be able to manage complex relationships with stakeholders from a just culture perspective and with a knowledgeable, diplomatic and solution focused approach.


Must be CIPD qualified and have a firm grasp of how to deal with balancing a genuine workforce well being focus with the pressures arising from delivering more services with fewer staff.

Key Responsibilities Work in partnership with the senior clinical service leads (and Finance BP) of a designated Care Group on local strategies and action plans to attain and maintain performance levels within organisations thresholds with regard to all workforce related KPIs; Ensure that CityCare's adopted HR Business Partner protocol is actively locally applied in practice; Professionally manage a small HR Team to recognised good management practice standards; Ensure that realistic local workforce plans are in place, fully reflecting corporate workforce targets (in particular those relating to changing workforce diversity).

Participates in all aspects of (annual) service / business planning and staffing budget development; Provide expert advice and guidance in all employee relations cases, ensuring adherence to CityCare policies and legislation and that all cases are actively managed to the earliest possible conclusion; Promote / catalyse work within the designated Care Group (and, as necessary, corporately) reviewing and modernising the workforce, including supporting / leading workforce change projects; Continue to grow CityCare's existing positive employee relations approach, reinforcing the importance of having strong and effective partnerships between managers, clinicians, staff and their staff side representatives, utilising established frameworks for consultation and negotiation; Ensure all local management of change processes are properly approved and professionally fully delivered and the impact subsequently tracked.

Maximise the effectiveness of local use made of workforce data.

Represent the Care Group or People Services Division at internal or external meetings or events as required.

Ensure local managers / clinical leaders are kept abreast of changes in employment legislation and organisational policy, procedures & practices.

To ensure appropriate provision of ad hoc HR related training to staff at all levels within the service and corporate areas as required.

This will involve designing, delivering and evaluating training provided at a senior level and ensuring provision is made for necessary training to other levels of staff.

People Service Division specific Lead allocated HR staff in the same professional way the postholder expects to be managed.

Contribute to ensuring the effectiveness of all aspects of the People Services Division wide management arrangements put in place by the Deputy Director of People.

Undertake a portfolio of corporate work, including that generated from participation in Integrated Care System workforce meetings.

Participate fully in a variety of organisational wide committees and groups including the Trade Union Partnership Forum, People Steering Board and supporting sub-groups.

Represent and/or deputise for the Deputy Director of People as required. Carry out any other reasonable duties assigned to the post holder by the Deputy Director of People.
