    The role of procurement and contract management is to support the Council, and the wider public sector system in Oxfordshire, to deliver effective and consistent services and ensure that products and services purchased from suppliers represent value for money. This is an exciting time for Procurement professionals in the public sector as we adopt the changes mandated by the government's Transforming Public Procurement programme.

    About the role

    This role will be at the heart of delivering the Transforming Public Procurement (TPP) agenda in the next 12 months. The postholder is responsible for the continued evolution, development and implementation of Procurement and Contract Management strategies, policies, processes and procedures that are aligned to leading best practice and subject to continuous review and improvement. This includes leading for the Council on the changes resulting from the TPP national programme and ensuring the continued development and incorporation of policies on Social Value and Sustainable procurement, to embed into standard council procurement practice.

    Your role will take responsibility for ensuring that these strategies and policies are aligned with the Council's wider policy and governance and that they are supported by operational guidance to inform and coordinate a clear, consistent approach for Officers within the Procurement and Contract Management function as well as wider stakeholders.

    About you

    You will be a key member of the Procurement and Contract Management Team, reporting to the Head of Category – Corporate and Commercial but working across all categories within the team. A procurement professional with at least 5 years experience in the public sector and CIPS or equivalent accreditation you will have excellent knowledge of public procurement legislation and policy, with good analytical and problem-solving skills.

    The role will require joint working with other Council Directorates, Officers, Suppliers, Communities and other Partners, therefore being able to build working relationships and communicate effectively at all levels is essential.
