    Rubicon Consulting is currently recruiting for a Site Supervisor on a 6-9 Month Contract, based UK Wide.

    This role is OUTSIDE IR35

    Role Summary


    Reporting to the Site Manager/ Project Manager, the nominated CP/Site Supervisor/Permit Holder is responsible for overseeing all work being carried out under the Permit to Work (PTW) / Form of Authority (FOA) they are holding.

    This means that all work activities on site are supervised by an operative who has received specific training in the "safe control of operations" and is registered as a competent person on Clients database.

    Duties and Responsibilities


    • Ensure all works are supervised and achieved in accordance with the design specifications, CDM Regulations, Risk Assessments, Method Statements, Health and Safety Legislation, PTW/FOA as well as ISO 9001 quality standards.
    • The CP/Site Supervisor/Permit Holder is responsible for accepting and signing the PTW/FOA and understanding the restriction in place. They must ensure that they remain in attendance at the location of operational activities whilst work is in progress, unless specifically stated within the procedure. No works other than those stipulated within the PTW/FOA are carried out and that all procedures are followed. The Competent Person has NO authority to deviate from the written Safe Control of Operation procedure unless the Authorising Engineer has granted written authority.
    • Due to the Clients PTW/FOA system, it is important that new PTW's/FOA's are requested and obtained in a timely manner, the Authorising Engineer will require at least 7 days' notice for amending existing PTW's/FOA's or issuing new ones.
    • Regularly review the "Programme of Works" to ensure that any new PTW's/FOA's required for upcoming tasks can be requested and issued without potential delays to the project.
    • Direct and supervise day to day operations of site teams and sub-contractors ensuring
    appliance of common operational procedures.


    • Carry out daily safety inspections and fulfil the health, safety and welfare responsibilities as identified by the client (H&S checks, housekeeping) and as detailed in the Company's Health & Safety Policy.
    • Ensure all staff adhere to site rules and challenge non-conformance.
    • Prior to starting any operation, the Competent Person must brief all persons under their control on their individual roles and responsibilities and give all staff precise instructions to ensure safe working methods.
    • Organise work to be carried out to the required standard with minimum risk to personnel, equipment, and materials.
    • Assist the Site Manager to ensure that the risk assessments and method statements accurately reflect onsite activities to ensure all significant risks are identified and effectively controlled to minimise those risks.
    • Inform the Authorising Engineer that a particular work type is being undertaken for the first time or has been undertaken infrequently and discuss the proposed work and seek advice and guidance or arrange for a mentor to attend the site whilst the work is being undertaken.
    • Ensure all accident and incidents, hazards and near misses are reported immediately to the site manager.
    • Ensure that personal protective clothing and equipment is supplied and used, where identified as required, and is properly maintained and stored.
    • Ensure all fire, first aid and emergency arrangements are in place are effective and suitably located prior to task commencing.
    • Ensure that the plant and equipment supplied is adequate for the job in hand, pre use checks are completed and that only authorised persons use the equipment safely within its limits and ensure that plant and equipment is immediately taken out of use if not safe to operate.
    • Ensure that unattended plant, materials and premises are left in a secure and safe place and condition.
    • Ensure material requisitions are issued in adequate time to achieve the Construction Programme.
    • Schedule, control and monitor all plant and materials on a weekly basis.
    • Ensure all work is completed to programme, but never forfeit safety to do so.
    • Fulfil the role of Temporary Works Supervisor.
    • Liaise with Site Manager/ Project Manager regarding cost control, waste management, variations and Confirmation of Instructions.
    • Control and monitor site waste in accordance with the Company's Site Waste
    Management policy.


    • Maintain quality and environmental control procedures in accordance with ISO 9001and as detailed in the Company's Environmental Policy.
    • Create and maintain good relations with the other site users as well as any other stakeholders.
    • Maintain comprehensive and accurate records of activity related to the project and assist the Site Manager to complete the daily, weekly and monthly operational reports to enable traceability.
    • Assist the Site Manager to Determine the site working hours and communicate to the workforce in advance of the week to be worked.
    • Assist the Site Manager in ensuring operatives sign in and out and the correct times are recorded.
    • Responsibility for on-site disciplinary issues and assisting the Site Manager with initial disciplinary procedure.
    • Maintain strong working relationship with Site Manager.
    • Maintain positive relations with clients, other site users and sub-contractors.
    • Undertake all relevant training and development activities as required.
    • Assist in the recruitment and selection process as and when required.
    • Fulfil the role of Mentor as and when required.
    Personal Specification

    The Supervisor/CP should where possible meet all the following criteria:

    Essential

    • Extensive experience of the construction industry.
    • Proven people management skills, including the management of subcontractors.
    • Practical handson approach – Without conducting any physical work, supervisory only.
    • CSCS Site Supervisor card.
    • SSSTS qualification.
    • CPCS lift supervisor.
    • First aid qualification.
    • Fire Warden.
    • NRSWA supervisor.
    • Environmental awareness.
    • Temporary Works Supervisor.
