Job Purpose:
The Procurement officers role is designed to provide additional capacity primarily to the Fleet Manager, focusing on procuring a range of services contracts for the hiring, servicing/maintenance, and purchase of fleet vehicles across Environmental Services.
This position will involve managing contracts and procurements, primarily through framework providers, with the potential for bespoke tenders as needed.
Essential to this role is experience in frameworks and fleet-related procurements. Collaboration with operational managers and senior management is key to ensure compliance in this area.Key Responsibilities:

Procurement Management:
- Collaborate with the Fleet Manager to procure services contracts for hiring, servicing/maintenance, and purchase of fleet vehicles.
- Manage the procurement process, including identifying suitable framework providers and overseeing tender processes.
- Ensure compliance with procurement regulations and organizational policies.
- Evaluate bids and proposals from suppliers to ensure best value for money.
Contract Management:
- Negotiate terms and conditions with suppliers to achieve favourable contract terms.
- Monitor contract performance and adherence to agreedupon service levels.
- Resolve any contractual disputes or issues that may arise during the contract term.
- Work closely with operational managers to ensure contracts meet operational requirements.
Stakeholder Engagement:
- Collaborate with operational managers and senior management to understand fleet requirements and priorities.
- Communicate effectively with internal stakeholders to gather requirements and provide updates on procurement activities.
- Build and maintain relationships with framework providers and other external stakeholders.
Compliance and Risk Management:
- Ensure compliance with procurement regulations, including EU directives and local government guidelines.
- Identify and mitigate risks associated with fleet procurements, such as supplier performance issues or contract breaches.
- Implement strategies to improve procurement processes and mitigate risks.
Documentation and Reporting:
- Maintain accurate records of procurement activities, including contracts, correspondence, and performance reports.
- Prepare regular reports on procurement activities, including budget expenditure, savings achieved, and contract performance.
- Provide recommendations for process improvements based on procurement data and performance metrics.
Key Requirements:

Experience:
- Demonstrable experience in procurement, with a focus on fleet
- related contracts.
- Proven track record of managing procurement processes, including tendering and contract negotiation.
- Experience working with framework providers and knowledge of framework agreements.
Knowledge:
- Understanding of procurement regulations and best practices, particularly in the public sector.
- Knowledge of fleet management principles and practices.
- Familiarity with contract management processes and tools.
Skills:
- Strong negotiation skills with the ability to achieve favourable terms and conditions.
- Excellent communication and interpersonal skills, with the ability to liaise effectively with internal and external stakeholders.
- Analytical mindset with the ability to evaluate supplier bids and proposals.
- Proficiency in Microsoft Office suite and procurement software.
Education:
- Bachelor's degree in a relevant field (e.g., Business Administration, Supply Chain Management) preferred.
- Professional certifications in procurement or fleet management desirable.
Other Requirements:
- Ability to work collaboratively in a team environment.
- Strong organizational skills with the ability to manage multiple priorities.
- Willingness to adapt to changing priorities and deadlines.
- Full driving license may be required, depending on the nature of fleetrelated duties.
The Procurement Officer plays a crucial role in ensuring the efficient procurement and management of fleet services contracts, contributing to the overall effectiveness of Environmental Services operations.
Job Types:
Full-time, Fixed term contract
Contract length: 6 months
Pay:
£20.00-£26.00 per hour
Expected hours: 37 per week
