Job summary:


This is an exciting opportunity to join the policy team leading on the delivery of the transparency and digital policy elements of these reforms.


We are looking for someone with excellent communications skills, experience of policy delivery and the ability to form excellent working relations with a range of stakeholders.


Job description:


You will:

  • Lead on developing the team's guidance offering, working closely with policy leads and wider stakeholders, to ensure that all transparency aspects of the new reforms are clearly and accurately reflected in guidance, tools, learning and development materials and digital products.
  • Support the development of transparency provisions in the Bill and subsequent legislation, by instructing Cabinet Office Legal Advisors, working closely with Parliamentary Counsel, as well as coordinating the team's engagement on the legislation and consultation process.
  • Support development of legislation and platform infrastructure by ensuring effective engagement with the digital platform team and policy leads, providing effective triage on procurement policy issues to facilitate delivery of the platform.
  • Identify and research policy gaps and areas of ambiguity, working with policy topic leads and transparency legislation team to find solutions and convey those to the L&D, transparency digital and wider platform teams.
  • Work as part of a team acting as owner for interaction between digital policy and platform with collective signoff on system functionality.
  • Support the establishment of our Go-Live offer and support the delivery of readiness for Go-Live Guidance.
  • Maintain momentum on the government's open contracting commitments

Key Accountabilities


Responsible for drafting guidance on transparency related topics, coordinating input from and into other guidance-related products, learning aids, legislation etc.


Ensuring Ministers are effectively briefed for debates, supporting Ministers in the box during debates, supporting engagement with MPs and Lords, handling amendments and the concessions strategy, etc.

Contribute to digitally enabled change programme across the public sector.

Development of options and detailed plans.

Delivery against agreed milestones and budget.

Active management of key stakeholders often with conflicting priori


Person specification:


Essential Criteria:


  • Excellent written and oral communication skills, including the ability to draft high quality guidance, technical submissions and briefings, to ensure ministers and senior stakeholders quickly understand the implications.
  • Experience of successfully ensuring that competing priorities are delivered to time, quality and budget.
  • Excellent stakeholder management, relationship building skills and ability to influence senior stakeholders.
  • Experience of policy making and delivery in a complex organisation/ environment.
  • Excellent analytical skills able to interpret and assimilate complex and detailed information, and formulate balanced conclusions.

Desirable Criteria:


  • Understanding of the UK's public procurement rules regime.
  • Experience of working on bills and knowledge of parliamentary processes.
  • Practical procurement/commercial experience.
  • Experience of working across the wider public sector.
