Overview of role
The Public Transport Service Planning department drives the development of London's public transport services.

We plan the rail, bus and London Underground network, to meet current and future customer and business needs, and deliver the objectives of the Mayor's Transport Strategy (MTS).


As part of Public Transport Service Planning, the Train Service Planning team is responsible for the identification, planning and implementation of train service changes on the London Underground network.

We seek to maximise the benefits to customers from the capability of the railway and its supporting assets, within value for money, operational and affordability constraints.

We have a vacancy in the Train Service Planning team for a Principal Principal Transport Planner.

This is a challenging and influential role in which you will use your analytical, problem solving and communication skills to lead the development of London Underground services.


Key Accountabilities

  • Develop strategies for improving public transport services based on detailed understanding and continuous review of service changes' impact on customers and on TfL's delivery of its strategic objectives including value for money, customer journey time, service reliability and network capacity and connectivity.
  • Provide strong business cases for service change proposals for short, medium and long term changes to the network, based on TfL business case methodologies, in order to demonstrate strategic fit and value for money. For all proposed service changes, ensure feasibility, costing, passenger impact evaluation and performance impact, including commercial and contractual implications. Undertake appropriate modelling and use a wide range of data sources, specifying additional data collection requirements when necessary.
  • Develop a strategic plan for service changes, and the short, medium and long term plans to deliver the strategy.

Skills

  • Ability to prepare plans to tight timescales within multistakeholder environments (essential)
  • Skilled problem solver with proven ability to resolve complex issues with skill and judgement, and ability to think clearly under pressure (essential)
  • Ability to manage workload of self & reports and flex approach to meet objectives (essential)
  • Proven ability to build working relationships with colleagues and external stakeholders and in meeting TfL and Mayoral objectives (desirable)
  • Proven ability to influence key decisionmakers and successfully facilitate joint decisionmaking (essential)
  • Excellent written and verbal communications skills (essential)
  • Strong analytical skills, experienced in business case development (essential)
  • Excellent data collection and analysis skills with the ability to research and interpret the outputs (essential)

Knowledge

  • A degree in a relevant discipline or equivalent experience (essential)
  • Knowledge of public transport issues in general, the structure of the public transport industry and the characteristics of the London travel market (desirable)
  • Detailed understanding of the range of modelling and analytical techniques used in Transport Planning, and the ability to direct their use appropriately (desirable)
  • Detailed knowledge of Business Case principles and how they should be applied in TfL (desirable)
  • Knowledge of PT operations, governance and powers (desirable)

Experience

  • Experience of leading, developing and motivating staff, building on their expertise, defining others' accountabilities clearly (essential)
  • Experience of participating in multiple teams and negotiating with others (essential)
  • Experience of interpreting different information sources and communicating them to decision makers effectively (essential)
  • Experience of MS Office (essential)
