  • We are the Environment Agency. We work in partnership with government, local councils, businesses, and communities to manage the impacts of climate change, perhaps the most serious longterm threat to the environment, people, and wildlife that we face.

In this role you will specialise as a Senior User for multiple flood risk management projects allocated to the Partnership & Strategic Overview (PSO) Capital Team.

These could be projects of any scope, at any status of their development, and in any location across the Kent & South London Area.

You will be an exemplary Senior User in line with PRINCE2 principles including the ownership of any associated project engagement plans.


Responsibilities will include:

  • Building Senior User skills and capacity across Flood & Coastal Risk Management (FCRM) by producing and undertaking a regular training, coaching, and mentoring programme, working alongside your counterpart in FCRM Operations to achieve this across the department
  • Being part of a national community of practice and develop the Senior User handbook
  • Contributing to the workplan of our Integrated Delivery Team and participate in relevant technical subgroups
  • Working effectively with your line manager and demonstrating a flexibility of approach to your job to help the wider aims of the team and your colleagues
Responding to incidents is a central part of what we do.

You will be required to have an incident role and make yourself available to respond to incidents or provide business continuity support during an incident.

This may attract an additional payment and full training and alternative working arrangements will be available to support you with your incident role.


  • The team
  • We are a new Partnerships & Strategic Overview team in the Kent & South London Area, and we operate panArea specialising in flood risk capital delivery. Our areas of expertise range from evidence gathering, to business case production, to project management and undertaking Senior User roles. We are a centre of excellence adopting high work standards, working with our Integrated Delivery Team partners and our range of suppliers to reduce flood risk.


  • Experience/skills required

  • This is a senior role for a seasoned flood risk management practitioner with a proven track record of at least 5 years' experience.
  • You will have acted successfully as a Senior User on previous projects.
  • Additional experience as a Project Manager/Project Executive would be a further advantage.
  • You will be experienced in public funding, working within corporate structures where you will have adhered to processes and policies, as this will enable you to operate at the expected level with immediate effect.
  • You will hold a Prince 2 Foundation qualification as a minimum/be prepared to pursue this in your first year of appointment.


In terms of personal attributes, you will have demonstrable skills as a negotiator, communicator, for maintaining relationships and for achieving results.

You will have outstanding technical leadership skills and be able to cite examples where you have coached or mentored colleagues to great effect.
