Role Length:

This opening assignment is for 3 months A PT Housing Income Officer is required to maximise the collection of rent and service charge income for a patch of approximately 350 Assured Shorthold Tenancies (AST).

To ensure that arrears collection methods and debt advice services to tenants are delivered in a sensitive and customer-orientated manner and to undertake all aspects of arrears recovery on accounts up to and including legal action, including home visits, giving evidence at court and attendance at evictions.


Key responsibilities:

  • Providing basic welfare benefits and debt counselling advice to tenants, including assisting eligible tenants with Housing benefits claims and liaising with the Council's Benefits service regarding progress.
  • Promoting welfare benefits takeup having regard to each tenant's financial and social circumstances.
  • Making appropriate arrangements for the timely and effective recovery of arrears in accordance with the Croydon Affordable Housing agreed policies, procedures and working practice

This will include:

  • Monitoring and controlling current tenants' rent arrears using the Council's rent accounting system. Monitoring and management of arrears repayment plans agreed with tenants.
  • Preparing reports for the Income Manager on recommended courses of recovery action.
  • Detecting, reporting and resolving fraud issues including credit and debit card phone payments.
  • Serving Notices Seeking Possession and Notices to Quit.
  • Obtaining authority for evictions.
  • Overseeing evictions of tenants, and associated followup actions such as inventory taking and collection or storage of personal possessions, as appropriate. Recovery of court costs from the tenant. Identifying and dealing with breaches of court orders.
  • Take and process telephone rent payments, ensuring appropriate verification checks are made in accordance with data protection and antifraud requirements.
  • Maintain sufficient and up to date knowledge of the legal framework for debt recovery in order to pursue appropriate actions and provide relevant advice.

Experience:


  • Customer contact experience extensive experience of dealing effectively with members of the public faceto face, over the telephone and via correspondence.
  • Income recovery
- extensive experience of working in an income/debt recovery environment using IT systems and Data bases.

  • Housing Officer/ Tenancy Officer experience.
  • Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.

Knowledge:


  • Advanced knowledge of the legal and financial framework within which a social housing income service is provided.
  • Advanced knowledge of the Housing Act 1985 legal requirements in relation to the letting of tenancies and the processes governing the rent accounting of social housing accommodation, and the administrative procedures that support these functions.
  • Advanced knowledge of financial management systems and the budget monitoring process.
  • Significant knowledge of the data protection legislation relating to the storage of tenant's personal information.
  • Good understanding of social and private housing issues.
  • Sound knowledge of best practice in management of income recovery, debt counselling and debt collection.
  • Knowledge of welfare rights and benefits.

Skills:


  • Excellent interpersonal skills including verbal communication.
  • Excellent written communication skills and ability to write accurate and clear correspondence and reports.
  • Good time management skills, ability to prioritise, work to deadlines and meet targets.
  • Demonstrable ability and commitment to working with tenants to achieve positive service outcomes and commitment to continuous improvement in service delivery.
  • Ability to resolve, anticipate and prevent problems.
  • Able to take responsibility and work independently and flexibly.
  • Effective negotiating skills.
  • Ability to deal with tenants sensitively and with care.
  • Ability to make home visits outside of normal office hours on an occasional basis.
  • Access to own transport and driving licence desirable.
  • Strong IT skills using Microsoft packages or equivalent (e.g. G Suite).
