Job summary:


Defence Business Services (DBS) aims to be the 'best business services partner for the UK Defence and Security Communities' by providing critical business services, including Human Resources, Pay, Veterans, Finance and Procurement, that enable our customers to focus on strategic Defence priorities and maintain National Security.

Within DBS, the Digital, Information & Technology (DIT) team is responsible for management, support and delivery of the DBS information technology systems and the provision of accurate and timely management information to our customers.


This role is within the Civilian Personnel Change Delivery Services (CDS) Team supporting the delivery of Management Information (MI) to a range of customers across Defence.

You will form part of the transformation team where your role will be to analyse factors affecting our technology and demand from across defence to help implement effective ways of working and robust, intelligent MI solutions.


This job role may be suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (your permanent duty station in either Bristol, Abbey Wood North, Liverpool Walker House, MOD Cheadle Hulme or Blackpool, Norcross) and working from home.

If you are successful, any opportunities for hybrid working will be discussed with you prior to you taking up your post.

There will be an occasional requirement to visit other DBS or MOD sites, for which expenses may be claimed in accordance with the extant policies and procedures.

This position is advertised at 37 hours per week and is suitable for part time or Job share applicants.


Applicants should note that DBS has recently undertaken a review of its operational locations in the North West, and is proposing to consolidate all activities in Blackpool.

This means that, potentially, DBS staff will move from both Walker House (Liverpool) and Cheadle Hulme in the late Summer of 2023 and initially relocate to Tomlinson House (Norcross).

A further move, to the new Government Hub at Talbot Gateway in Blackpool, is scheduled to take place in 2026.


As a result, all vacant DBS posts in the North West are being offered on a site agnostic basis limited to the three current DBS operational bases in the North West.

This means, in the period up to the late Summer of 2023, we are flexible in terms of where a post's duty station is located on existing any DBS sites in the North West - i.e.

Cheadle Hulme, Walker House (Liverpool) or Tomlinson House (Norcross).

There is, however, an expectation that all DBS staff, irrespective of their agreed duty station, will travel to other DBS and/or MOD site(s), as required, to complete all necessary training and to participate in team or additional collaborative activities - detached duty terms may apply.

Terms of transfer have been negotiated for DBS posts relocating in the North West. DBS also supports Flexible Working, which can be discussed in more detail at interview.

Job description:


As a Transformation Co-ordinator within the Civilian Personnel MI team you will be responsible for conducting detailed analysis of the team's processes and standards to implement improvements where needed.

The CDS MI Team have recently implemented new technology to deliver our services.

You will play a key role in ensuring this new technology is exploited to its fullest, so that our team and our customers across defence benefit from modern, intelligent and robust MI reporting.


You will lead the team through change, working with analysts, data technicians, data modellers and our customers to support the development of new MI services and improvements, promoting a culture of agile change management.


You will also where necessary, support the delivery of management information and insights to defence through high quality MI products.


Person specification:


  • Develop an indepth working knowledge of the reporting and dashboard capabilities within MyHR (Oracle HCM) and COGNOS Analytics.
  • Develop an indepth working knowledge of the current catalogue of Civilian HR reports and dashboards, along with the services we provide to support business decisions, adhoc reporting, responding to Freedom of Information act requests and parliamentary questions.
